The Baltic Cup 1940 was the 11th edition of the tournament of the Baltic countries , the Baltic Cup since its first edition in 1928 . but already under annexation by the Soviet Union . The tournament of the selections of the now Soviet republics took place between September 6 and 8, 1940 in Latvia . The games were held in Riga . The Latvians won the 6th title. It was also the last playout of the competition before the end of the Second World War .
