The Baltic Cup 1948 was the 12th edition of the tournament of the Baltic countries , the Baltic Cup since it was first held in 1928 . It was the first time the competition had been played since the end of World War II in 1945 . As in 1940 , the three Baltic states played as union republics due to the annexation by the Soviet Union . The tournament took place in Latvia between September 26 and 28, 1948 . The games were held in Riga . The Lithuanian national soccer team won for the third time.
