The Baltic Cup 1928 was the 1st staging of the tournament of the Baltic countries , the Baltic Cup . The tournament for national football teams took place in Estonia between July 25 and 27, 1928 . The games were played in the Kadrioru stadium in Tallinn . The Latvian national football team won the title. The Estonian striker Arnold Pihlak from FK Austria Wien was the top scorer.
