The Baltic Cup 1931 was the 4th edition of the tournament of the Baltic countries , the Baltic Cup . The tournament for national soccer teams took place in Estonia between August 30 and September 1, 1931 . The games were played in the Kadrioru stadium in Tallinn . The Estonian national football team was the first of the three Baltic countries to win the title for the second time. The Swedish referee Osborn Wenzel directed the three international matches. With two goals each, Friedrich Karm and Eduard Ellman-Eelma were top scorer.
