Political and association functions

Lever was active early on in improving agricultural conditions in his communities and held numerous honorary positions in agricultural associations. His work as secretary and secretary of the Swabian Christian Farmers' Association from 1898 to 1918 was particularly important. In addition, the priest gained fame through agricultural publications. He was politically active in the Center Party, which he led temporarily as chairman in the Schwaben constituency. Due to his commitment to agriculture, he was a candidate for the center in the Chamber of Deputies in 1899 , to which he was a member until 1907, and in 1903 in the constituency of Illertissen-Memmingen-Neu-Ulm (Schwaben 4) in the Reichstag until 1918 . Also in the Weimar National Assembly he got on the center list of the new constituency 24, which included the administrative districts of Upper Bavaria and Swabia . After the revolution of 1918 , the Bavarian regional association broke away from the center and became independent as the Bavarian People's Party . On February 24, 1920, Hebel resigned his mandate in the National Assembly in protest against the decision of the BVP's National Assembly to dissolve the working group with the center.
