Better Hanover

Better Hannover was a right-wing extremist group from Lower Saxony . It was banned in September 2012 by the Interior Minister of Lower Saxony, Schünemann . With the decision of the Federal Administrative Court of January 6, 2014, the ban became final. She also became known nationwide through the “deportation bear”, a figure who appeared in propaganda videos and at various events in Germany.

The association has been observed by the Lower Saxony security authorities since the end of 2008. It existed as a loose union from Hanover and the surrounding area. 30 members of the association were known, including a former chairman of the NPD in Hanover. These took part in various right-wing extremist demonstrations and events. As “ immortals ” the right-wing extremists marched through Hannover-Kleefeld with torches in the summer of 2011 ; one participant could be assigned to the group Besseres Hannover by the police. The means of dissemination of their statements were websites (also with music downloads), the magazine bock - the mouthpiece of counterculture , which was distributed in schools, as well as leaflets, banners and stickers in public spaces. In particular, the area around the Altenbekener Damm underground station, which several thousand students use every day, was repeatedly covered with a large number of mostly xenophobic stickers. During CeBIT 2012 , a larger banner was hung over the Messeschnellweg . The core of their propaganda was the fight against " foreign infiltration " and democracy with statements such as "The democrats bring us the death of the people!" The modern, action-oriented concept of the organization was deliberately aimed at young right-wing extremists.

In December 2011, an advertising figure was introduced with the push-off bear . Several bear costumes were used in various campaigns by the association. In self-made short films that were available on various video portals, people with a migration background living in Germany were invited to return to their countries of origin. In the most famous film, a Turkish kebab seller in the southern part of Hanover was unknowingly involved as an actor. Because the bear actor raised his arm in a Hitler salute in another scene, the Hanover public prosecutor's office initiated proceedings for “ using symbols of unconstitutional organizations ” ( Section 86a StGB ). A member of Besseres Hannover sent e-mails with the linked video to various Lower Saxony politicians, including Lower Saxony's Minister of Integration, Aygül Özkan . At the open day at Schwerin Castle in June 2012, the NPD parliamentary group appeared together with the deportation bear.

The association worked together with the Thiazi-Forum , the Hanoverian right-wing rock band Nordfront and the Brandenburg Spreelights .

Prohibition

In July 2012, the Lower Saxony Ministry of the Interior described the association as “the most active neo-Nazi group in Lower Saxony”. They were banned from forming a criminal association ( Section 129 StGB) on September 25, 2012. Between the start of the observation in 2008 and the ban in 2012, a total of 24 criminal proceedings related to Besseres Hannover were initiated against known or unknown persons, mostly propaganda offenses . As a "defining association mark", any public use of the deportation bear was prohibited.

Due to the ban, not only was the association's website shut down, but the official Twitter account was also blocked. In this case, the social network made use of its option for the first time to block profiles only in a certain country ( country-specific deactivation ).

Lawyer Udo Vetter filed a lawsuit against the prohibition order on behalf of a former member. The action was dismissed by the Lüneburg Higher Administrative Court by judgment of September 3, 2013. The appeal was denied. With the decision of the Federal Administrative Court on January 6, 2014, which rejected the complaint against the non-admission of the appeal on November 7, 2013, the ban has become final. In 2015, a former member had to answer for a number of attacks on party offices, damage to a kebab shop and a memorial plaque for a synagogue destroyed by the Nazis in the Springe district court.
