Carmen del Paraná , a district in the Itapúa department of Paraguay , was founded on April 24, 1843 by Carlos Antonio López and Mariano Roque Alonso under the name Tupa ra'y (Son of God). It lies on the Paraná River , which is 14 km wide here.

The approx. 300 km² large district has around 8,900 inhabitants, most of them descendants of European immigrants. It is surrounded by the neighboring districts of San Cosme y Damián , San Juan del Paraná , Encarnación , Fram , General Artigas and Coronel Bogado .

After the construction of the Yacyretá hydropower plant in 2011, the water level of the Paraná rose so much that it flooded a third of the district. Several sandy beaches were created on the greatly widened river, of which Playa Tacuary is the most popular. From here the river looks like a sea. Carmen del Paraná developed into a tourist center with numerous accommodation options.

Carmen del Paraná is called La Capital del Arroz (Capital of Rice ). However, after a large part of the growing area was flooded, some producers moved to other locations. There remained three mills that process 50% of the country's rice production. A monthly “travel tour” is organized for tourists in the village, during which the stages of rice cultivation through to industrial processing are shown. A wide variety of local rice dishes are also offered. In 2019, the tour was awarded the “Touristic Excellence Prize” of the international tourism fair Madrid Fitur .

In 2013 a true-to-original replica of the train station flooded by the reservoir was built on the promenade using the materials previously removed and transformed into a historical museum. It was originally built by the English in the early 20th century.
