Life and political career

Jacob is a trained farmer and ran a dairy farm in the Brie region . He was involved in various bodies representing the interests of farmers at local, departmental, regional and finally national level. In the Conseil économique et social he was chairman of the committee for agriculture and rural development from 1994 to 1996. As a member of the Gaullist Rassemblement pour la République , he was a member of the European Parliament from 1994 to 1997 . He also chaired the Committee on Agriculture and Rural Development and was a member of the Executive Committee of the Union for Europe Group from 1995–96 . In 1995 he was elected to the municipal council of his home village Vaudoy-en-Brie in the Seine-et-Marne department , to which he was a member until 2001.

After Alain Peyrefitte's resignation from his seat in the National Assembly, Jacob was elected as his successor in December 1995 and has since represented the 4th constituency of Seine-et-Marne (with interruptions when he was minister). From 1995 to 1997 he was a member of the executive committee of his party RPR, from 1998 to 1999 he was its general delegate for agricultural policy, from 1998 to 2002 chairman of the party association in the Seine-et-Marne department. In 2001 he was elected mayor of Provins Town.

However, he resigned after a year when he was appointed Assistant Minister for Family Policy in the Raffarin II cabinet in June 2002 . After the government reshuffle at the end of March 2004, Jacob was appointed Minister for Small and Medium-Sized Enterprises, Trade, Crafts, Liberal Professions and Consumers (under Economics Minister Nicolas Sarkozy ) in the Raffarin III cabinet until May 2005 . He was then until May 2007 Minister for Public Service in the Cabinet de Villepin . After leaving the government, Jacob was again MP and Mayor of Provins (until 2017). From 2004 to 2017 he was also the president of community association Communauté de communes du Provinois , which includes the city of Provins and surrounding communities. In the National Assembly he chaired the Committee on Sustainable Development and Spatial Planning from 2009-2010.

In November 2010 he became chairman of the UMP parliamentary group in the National Assembly. In this position, he described the passing of the law to combat the denial of the existence of legally recognized genocides in December 2011 as “good parliamentary work” ( French bon travail parlementaire ). With regard to the law on same-sex marriage , he stated in November 2012 that it would have to be repealed in the future if it came into force. He stated that one was living in an increasingly individualistic society and had doubts that it was modern to “go wrong on the support of the family” ( French s'en prendre au socle de la famille ).

In the pre-election of the Les Républicains party (successor to the UMP) to determine a presidential candidate for the 2017 election, Jacob voted for Nicolas Sarkozy, who was defeated by François Fillon . Then Jacob was the coordinator of Fillon's election campaign. When the Républicains members voted in October 2019, he was elected party chairman with 62.6% of the votes. Under Jacob's leadership, the party turned away from the sharp right-wing course of his predecessor Laurent Wauquiez .
