During his time as Minister of War, the following changes were made to the organization and equipment of the Baden Army : In 1857 a fusilier battalion was established for the infantry, which in 1861 was combined with another newly established battalion to form the new 5th Infantry Regiment. In 1861 the Jäger battalion was expanded to six companies and in 1864 the artillery was divided into a field artillery regiment and a fortress artillery battalion.

After the participation of the Grand Duchy of Baden on the part of the losers of the German War and the conclusion of the Prague Peace Treaty of 1866, lasting changes occurred in the Baden army in the interests of the Prussian army organization . In the person of Gustav Friedrich von Beyer, a Prussian military representative appeared in Karlsruhe, who increasingly undermined the position of the previous Minister of War, Ludwig. On the occasion of the formation of the Jolly government in February 1868, Ludwig retired.
