organization
Self-administration / legal form
Carriers of the statutory pension system are no immediate public authorities but unincorporated public corporations with self-government . The tasks of self-administration are performed by various bodies, the representative assembly and the board of directors.
The representative assembly is the supreme body of self-administration. It is made up of 15 representatives each from the insured and the employer. These are elected within the framework of the social elections , which take place every six years. One of the tasks of the representative assembly is to decide on the statutes and the rules of procedure. In addition, it establishes the budget and approves the annual accounts. Other tasks include the election of the board of directors and, on the proposal of the board of directors, the election of the members of the management. The meeting of representatives also forms the objection body, in which the objections raised by the insured against administrative acts of the Deutsche Rentenversicherung Westfalen are processed. It also elects the elders of the insured with the votes of the insured's representatives.
The board of the Deutsche Rentenversicherung Westfalen consists of six representatives from each employer and six from the insured. As a government , it makes fundamental decisions on guidelines for the conduct of administrative business. The board draws up the budget , checks the annual accounts , decides on construction and renovation measures in the main administration and the five own rehabilitation clinics and represents the German Pension Insurance Westphalia in and out of court.
The management of the Deutsche Rentenversicherung Westfalen consists of three members. It is elected by the meeting of representatives on the proposal of the board. She conducts the current administrative business on a full-time basis, unless the law or other law governing the insurance carrier stipulates otherwise, and represents Deutsche Rentenversicherung in and out of court. The management belongs to the board of directors in an advisory capacity.
NOW IT GmbH
The IT departments of Deutsche Rentenversicherung Westfalen and Deutsche Rentenversicherung Rheinland have been merged into one GmbH, ZRWest-GmbH. It has its headquarters in Münster and a branch in Düsseldorf. After a further concentration step, the data centers of the regions North (RZN GmbH), East (RZL GmbH) and West (ZRWest-GmbH) have been working under the common roof of a holding company - NOW IT GmbH (Nord Ost West Informationstechnik GmbH) since January 1, 2010 ) - together. NOW IT GmbH is therefore responsible for the provision and support of the entire IT infrastructure in the north, east and west regions for the participating regional agencies of the German pension insurance.
Organizational reform
Since October 1, 2005, all pension insurance institutions - the Federal Insurance Agency for Salaried Employees, the 22 State Insurance Institutions, the Seekasse, the Federal Miners' Association and the Railway Insurance Agency - have been operating under the new common name " Deutsche Rentenversicherung ". The most important goal of the restructuring in the pension insurance is more economic efficiency and effectiveness.
The reorganization became necessary because the structures in the world of work have changed considerably over the past few decades. The historical separation of workers and salaried employees in the pension insurance scheme, which was no longer justifiable for a long time, was no longer necessary. Before that, the employees were assigned to the Federal Insurance Agency for Salaried Employees (BfA) and the workers to the state insurance institutions (LVA).
There were two amalgamations of the pension insurance institutions at federal level as part of the organizational reform: The Association of German Pension Insurance Institutions (VDR) and the Federal Insurance Agency for Salaried Employees (BfA) merged to form the German Pension Insurance Association and the Federal Miners' Association , the Railway Insurance Agency and the Seekasse became the Deutsche Rentenversicherung Knappschaft- Railway lake . The state insurance institutions were retained as regional carriers, with some merging into larger regional carriers. There are still 16 pension funds in total.

history
In 1890 the royal Prussian government initiated the establishment of the Old Age and Invalidity Insurance Institution for the municipal association of the Province of Westphalia. Already at this point in time, the legal form of this institution was self-administration. On January 1, 1900, the name was changed to "Landesversicherungsanstalt Westfalen". At that time there were 102 employees. With the steady population growth and the multiple expansion of the group of compulsorily insured persons, most recently in the Reich Insurance Code of 1911, the work in the main administration at Bispinghof in Münster increased. During the First World War from 1914 to 1917, the Landesversicherungsanstalt (LVA) Westphalia supported its insured persons with voluntary reimbursement of contributions, so-called war welfare measures. In 1915, the first own tuberculosis sanatorium in Hellersen near Lüdenscheid was taken over. For the LVA Westphalia, the first years of National Socialist rule were marked by the destruction of the system of self-administration. During the Second World War , the service building was destroyed by an Allied bombing raid. After the end of the war, temporary offices were created at Bispinghof, while the old buildings were gradually rebuilt. The LVA Westphalia only returned to self-administration in 1952, through a draft law by the federal government. The first social elections took place in 1953 after a break of more than 20 years. On November 26, 1968, the foundation stone for the new headquarters of the LVA Westphalia was laid on Gartenstrasse, which was available in 1973. An extension was completed in 1998.
