action

Wolf Noltenius returns to his north German homeland after twenty years. In Brazil he had made a name for himself over the past few decades with important building and planning designs for entire cities. Back home in Germany, he wants to visit his brother Werner, who has embarked on a moderate career as a town planner here in the provinces. Its problems are much smaller than those that Brother Wolf once dealt with in the distance. Werner currently has to grapple with the mill owner Karst, who, due to his considerable wealth, has a great influence on the decisions of Mayor Greifenberg. The city council does not dare to rebel against Karst and refuse any wish. The mill owner extensively exploits this fact in his favor. In the specific case, Karst tries to prevent Werner's concept of river regulation in the municipal council, for which the city planning council is strongly committed. Instead, the planned redesign of the Arne meadows is to be carried out by an outside specialist. This hurts Werner Noltenius, who had firmly relied on the fact that he would take over the lead, very much. He does not know that, to make matters worse, his brother Wolf, who has just returned, is the unloved competitor, whose planning concept was obviously more convincing than his own.

Wolf Noltenius, who once had a relationship with Werner's current wife Leonore, had read about the tender for the redesign project in Brazil and submitted his own draft. A serious rift between the two Noltenius brothers thus seems inevitable. Wolf's project, which is not dissimilar to Werner's - both want to completely flood the Arne meadows, turn them into a lake that can be used by tourists and release freshwater fish in it to supplement the city's food - is under the sign "W. Noltenius ”was submitted and awarded. In order to help the financially stiff Werner, Wolf now claims to the mayor that Werner Noltenius was behind W. Noltenius. The younger brother feels even more humiliated by this generous gesture, especially since Wolf also called his winning project “Leonore”. Werner corrects Wolf's claim with the mayor. While the rift between the two very different brothers seems irreconcilable, in the meantime homecomer Wolf has fallen in love with Konstanze Karst of all people, the daughter of the mill owner whom Werner hated. Both leave the city as a couple. Mayor Greifenberg supervises his city planning officer Werner Noltenius to oversee the implementation of the redesign project submitted by Brother Wolf.
