At the time of Queen Victoria, the young journalist Lady Dora Parker travels to India. She wants to write the biography of the legendary privateer Sandokan. On the spot she gets caught up in an intrigue by Raska, the ruler of Limpur, who wants to overthrow his cousin Surama, who is supported by Sandokan, from the throne of Assam. The Englishman James Guilford would like to be the English governor and makes a pact with Raska for this purpose. Guilford kills the governor, blaming Sandokan, and Raska kidnaps the Maharani . Lord Henry Parker wants to investigate the death of the British governor. Even Lady Dora initially believes the lie. However, Sandokan convinces her of the truth. Together they want to free the Maharani from the violence of Raska. Guilford continues to weave his intrigues. Lord Parker doesn't realize he's selling weapons to Raska. Sandokan manages to break into Raska's palace. But he is captured and brutally tortured. And yet: He does not reveal Lady Dora's hiding place. James sees himself there when his appointment as governor is imminent. Only Dora's accusations against him and Raska could expose and spoil his scheming power games. For this reason, James blackmailed Sandokan's friend Yanez and asked him to bring Dora to see if he was dear to the life of his son André. To save Sandokan from death too, Dora even agrees to marry the criminal British.

The location was Mysore , in southern India, around 200 km from Bangalore in the state of Karnataka . Many scenes were filmed in the Maharaja's palace, built in 1912. As in Salgari's stories, the Maharaja's son still lives here. Other scenes were filmed in various locations in Tamil Nadu state , such as the capital Madras , where the studios for the masala films are also located.

In the course of the story it turns out that James Guilford is a nephew of James Brooke, who was Sandokan's opponent in Sandokan - The Tiger of Malaysia , as the White Raja of Sarawak.

The role of Yanez was taken over by Fabio Testi, as Philippe Leroy had refused for reasons of age. While in the film The Tiger of Malaysia many roles were cast by Malay and Indian actors, this time Romina Power played the Maharani and Mathieu Carriere played the Raska. There was also criticism from Sergio Sollima, the director of the first Sandokan series, because the "Return of Sandokan" was not based on a novel by Emilio Salgari .
