The award took place during the 39th General Assembly of the European Olympic Committee in November 2010 in Belgrade, where Tbilisi was preferred to Brno .

The line-up of the German Olympic Sports Confederation (DOSB) also included seven young athletes named by the German Athletics Association (DLV) . The choice fell on athletes who had narrowly missed participation in the U18 World Championships in Cali ( Colombia ).

A pheasant was chosen as the mascot and was named PEAKY . This was derived from the English word for pheasant peak and a Y for Youth (dt. Youth ).
