Foxy Brown loves undercover drug investigator Michael Anderson aka Dalton Ford, who has just undergone a face transplant to go undetected. But her brother Link, a junkie and addicted to gambling, betrays him. When Anderson is finally murdered by the drug and people smuggling ring around Miss Katherine and her lover Steve, she swears revenge. As a call girl, she gains access to the inner circle of drug lords. During her first assignment as a call girl, she is supposed to wrap a judge around her finger so that he can let Katherine's dealers go. But Foxy humiliates the judge and the judge sentenced the dealers to heavy fines.

Foxy is now hiding with her call girl colleague who was involved in the assignment. However, she is tracked down by Katherine's men and held captive in a hut. There she is pumped full of drugs and raped. However, she can break free and kill her tormentors. Finally, she sets a trap with the help of the "neighborhood committee" (externally based on the Black Panther movement ) and a drug courier Steve. Instead of killing him, she castrates him and sends his genitals to Miss Katherine, telling them that the "rest" are still walking around alive before shooting at her opponent and leaving her to their fate.

The film combines the typical elements of blaxploitation cinema: bikinis, soul music and the "rough" character of the leading actress. In addition to A Case for Cleopatra Jones , Foxy Brown became an icon of the genre . Both are often quoted in later films, such as Austin Powers in Goldstand (mixed name as "Foxy Cleopatra", played by Beyoncé Knowles ), Drawn Together ( Foxxy Love played by Cree Summer ) or Jackie Brown with Pam Grier in the title role. The rapper Inga Marchand calls herself Foxy Brown after the film.
