Frank G. Wisner

Frank George Wisner (also Frank G. Wisner II ; * 1938 in New York City ) is an American diplomat .

Career

After graduating from Princeton in 1961, Wisner began his career in the diplomatic service. After an Arabic course he was deployed in Algiers . For his next post he was seconded to the USAID in Vietnam in 1964 .

From 1968 Wisner was responsible for Tunisia in the Ministry of Foreign Affairs . In 1971 he was sent to the US Embassy in Tunis . After a brief stint at the US embassy in Dhaka , Wisner returned to Washington. During the tenure of Secretary of State Cyrus Vance Wisner rose to head of department. He was the US Ambassador to Zambia (1979–82), Egypt (1986–91), the Philippines (1991–92) and India (1994–97). In the meantime, he was secretary of state for international security issues ( Under Secretary of State for International Security Affairs ) Regulations 1992 to 1993 and Secretary of State in the Ministry of Defense for Political Affairs ( Under Secretary of Defense for Policy ) from 1993 to 1994. In 2005, he also as Special Representative appointed for the negotiations on Kosovo .

Since leaving the public service, Wisner has worked in various advisory functions, including in a law firm that works for the Egyptian government.

According to the New York Times , Wisner is considered a personal friend of Husni Mubarak . He was the US government's special envoy in Cairo during the 2011 revolution in Egypt . On February 5, 2011, after his return to the USA, the US government distanced itself from statements by Wisner about Mubarak's provisional remaining in power. Frank Wisner is an employee of the New York and Washington law firm Patton Boggs , which states "to advise the Egyptian military, the Egyptian Economic Development Agency, and has handled arbitrations and litigation on the [Mubarak] government's behalf in Europe and the US" .
