Franz-Ludwig Knemeyer

Franz-Ludwig Knemeyer (born May 3, 1937 in Münster ) is a German legal scholar .

Life

Franz-Ludwig Knemeyer studied law at the Westphalian Wilhelms University in Münster and the Ludwig Maximilians University in Munich . In 1957 he became a member of the K.St.V. Markomannia , in Munich 1958 member of the KSSt.V. Alemannia , both are KV connections . In 1964 he was in Münster with the work The notary in the Bishopric of Münster doctorate . He passed his second state examination in law in Düsseldorf. In 1969 he completed his habilitation with the text Government and Administrative Reform in Germany at the beginning of the 19th century at the Ruhr University in Bochum . After a brief activity in the Federal Chancellery , he was appointed to the chair for constitutional and administrative law at the Julius Maximilians University of Würzburg in 1970 , and was also founding director of the Institute for Administrative Law. From 1982 to 1984 he was dean of the law faculty at Würzburg University.

In September 2019 he was one of about 100 constitutional law teachers who, with the open appeal for the right to vote, Downsized the Bundestag! turned to the German Bundestag .

Act

The main focus of work and research is on municipal law , police and security law and university law . Knemeyer published numerous scientific papers, essays and works. Among other things, he was the editor of the 46-volume series of publications on communal research for practice and local law - local government and the 51-volume series of decisions on local law - EzKommR .

Knemeyer founded the Würzburg Research Center for Local Research in 1978 and was its director. From 1978 to 1983 he was chairman of the administrative teaching discussion group of the Association of German Constitutional Law Teachers . From 1982 to 1995 Knemeyer was chairman of the German Law Faculty Conference. Between 1993 and 1997 he was President of the German-Czech Lawyers Association. Since 1982 he has also been director of studies at the Würzburg / Schweinfurt / Aschaffenburg Administration and Business Academy. From 1997 to 2007 he was a board member of the European Legal Center. In 1999 he was one of the founders of the Juristen Alumni Würzburg eV

Since 1981 he has been an honorary member of the Catholic student association KDStV Markomannia Würzburg in the CV and of the K.St.V. Walhalla Würzburg in the Cartel Association of Catholic German Student Associations .
