Franz Jürgen Säcker

Franz Jürgen Säcker (born November 14, 1941 in Recklinghausen ) is a German, emeritus professor for civil law and competition law at the Free University of Berlin and head of the local institute for German and European economic, competition and regulatory law as well as managing director of the institute for energy and regulatory law Berlin.

Säcker is a renowned expert in competition law.

Career

From 1961 to 1965, Säcker studied law and economics at the Westfälische Wilhelms-Universität Münster , the University of Cologne , the Rheinische Friedrich-Wilhelms-Universität Bonn and the University of Geneva . In 1966 the doctorate to Dr. iur. at the University of Cologne. Between 1966 and 1968 he was an assistant at the University of Cologne with Hans Carl Nipperdey , President of the Federal Labor Court , between 1969 and 1970 at the University of Bochum with Kurt Biedenkopf . In 1970 he qualified as a professor at the Ruhr University in Bochum in the subjects of civil law, commercial , economic and labor law . In 1970, Säcker received calls from the University of Augsburg , the Free University of Berlin, the University of Bielefeld , the University of Innsbruck , the University of Hamburg , the Christian Albrechts University of Kiel and the University of Tübingen . In 1971 the doctorate to Dr. rer. pole. Then he accepted the call to the Free University of Berlin. From 1973 to 1984 he worked as a judge at the Cartel Senate of the Berlin Court of Appeal . Säcker holds lectures and a. at Lomonosov University , Zhejiang University , in Macau , Beijing and Shanghai .

Editorships and main research areas

Säcker is co-editor of the Munich Commentary on the German Civil Code ( BGB ) and a permanent contributor to the journal Kommunikation und Recht . He is also the editor of the Munich Commentary on European and German Competition Law, as well as the two Berlin Commentaries on Energy Law and Telecommunications Law. In addition, Säcker is co-editor of the following magazines: European Energy Institute, Netzwirtschaften & Recht , Law of the Energy Industry, New Journal for Energy Law and Labor Law .

Other functions and memberships

From 1993 to 1994, Säcker was an advisor to the Treuhandanstalt on issues relating to the privatization of Buna Sow Leuna Olefinverbund GmbH. Since 2003 he has been a member of the "Scientific Working Group for Regulatory Issues" (WAR) of the Federal Network Agency for Electricity, Gas, Telecommunications, Post and Railways. In addition, he has been a member of the Advisory Board of the Scientific Institute for Infrastructure and Communication Services (WIK) and a member of the European Energy Institute (EEI) and Leuven since 2004 . Säcker has been a member of the Academic Society for Competition Law (ascola) since 2005 and of the Institut de Droit de la Concurrence in Paris since 2007 . Since November 2008, Säcker has been chairman of the scientific advisory board of the EUREF Institute in Berlin. In 2010 he was a member of the Advisory Council convened by the Federal Ministry of Economics and Technology to advise on the new GWB amendment.

He is a member of the supervisory board of Hawesko Holding AG.

Honors

In 1997 the Russian Academy of Sciences, the Moscow State and Law Institute, in 2013 the University of Tapei and in 2017 the National Kapodistian University of Athens awarded him an honorary doctorate . On November 22nd, 2007, at the suggestion of the then 1st Mayor of the Hanseatic City of Hamburg , Ole von Beust , the Federal President awarded Säcker the Order of Merit of the Federal Republic of Germany .
