Henri Frans (Hans) Dijkstal (born February 28, 1943 in Port Said , Egypt ; † May 9, 2010 in Wassenaar ) was a Dutch politician of the Volkspartij voor Vrijheid en Democratie (VVD) ( People's Party for Freedom and Democracy ).

Life

Dijkstal was born in Egypt, where his father and grandfather worked in the shipping industry . At the age of five Dijkstal, who spoke fluent Arabic , came to the Netherlands. After graduating from high school, he studied law at the University of Amsterdam , where he graduated with a Bachelor of Arts . From 1965 to 1967 he did his military service in the Dutch Air Force (air traffic control) and was promoted to reserve officer. From 1967 to 1982 worked as a self-employed financial advisor in the insurance industry and from 1970 to 1978 was a lecturer in management training at the Institute for Social Studies ( Instituut voor Sociale Wetenschappen ) in The Hague .

His political career began in 1974 as a councilor for Volkspartij voor Vrijheid en Democratie in the municipal council of Wassenaar. From 1974 to 1986 he held this office. From 1978 to 1982 he was an alderman ( Wethouder ) in Wassenaar. In his capacity as department head, he was responsible for education , culture and popular education . In 1982 he was first elected to the Tweede Kamer , the lower house of the parliament of the Netherlands , the States General . He was a member there from 1982 to 1986 and was then re-elected as a member of parliament from 1986 to 1994.

In 1994 Dijkstal was instrumental in bringing about the first “purple coalition”, a coalition of the social democratic Partij van de Arbeid (PvdA), right-wing liberal VVD and the social-liberal party Democrats 66 (D66). Under Prime Minister Wim Kok , he became Interior Minister and Deputy Prime Minister in his first cabinet (Cabinet Kok I) . In the second period of government of the Violet Coalition (1998-2002), Hans Dijkstal was the successor to Frits Bolkestein and chairman of the VVD in the Tweede Kamer. At the same time he was party chairman of the VVD from 1998 to 2002 . After the electoral defeat of the governing coalition in 2002, Dijkstal withdrew from the first line of Dutch politics.

Viewpoints

Dijkstal belonged altogether to the left wing of his party. In 1995 he was responsible for a law on the accommodation of asylum seekers that ensured these minimum social standards. Together with the then Justice Minister Winnie Sorgdrager , he published a report by the Dutch government in 1997 on crime in connection with the social integration of ethnic minorities . In the fight against crime among immigrants from the Netherlands Antilles , Suriname , Morocco and Turkey , he called for better education and easier access to the national labor market . In 1998 he was an advocate of the Immigrant Integration Act. Immigrants should be required to be involved in Dutch society and learn Dutch. Local authorities should be obliged by law to implement this through integration courses.

Dijkstal took a position of "undivided citizenship " for Dutch people and immigrants from the former colonies and overseas territories. In later years, Dijkstal increasingly turned away from the populism of the VVD on the question of multiculturalism and advocated more tolerance among social groups. In 2006 he was one of the initiators of the manifesto Eén land, één samenleving .

Dijkstal was a big jazz lover . He played the saxophone and also performed publicly at party events and concerts in jazz clubs. From 2003 to 2007 Dijkstal was President of the Nederlands Fonds voor de Film .

Dijkstal had been married to Anneke Dijkstal since 1966 and had two daughters. After a long illness he succumbed to cancer .
