Hans von Heppe

Hans Gustav Adolf von Heppe (born August 9, 1907 in Fraustadt ; † April 2, 1982 in Kakenstorf , Lower Saxony ) was a German civil servant and lawyer who, among other things, was State Secretary in the Federal Ministry for Scientific Research and Federal Ministry for Education and Science .

Life

The son of Theodor von Heppe , the former district administrator of the district Fraustadt , born Hans von Heppe studied after visiting high schools in Poznan , Aurich and Potsdam , and after passing his baccalaureate in 1926 jurisprudence at the University of Tübingen , University of Königsberg and of the Friedrich-Wilhelms-Universität zu Berlin . In Tübingen he became a member of the Corps Suevia Tübingen .

After passing the First Legal State Examination 1930 1931 his was carried Promotion to Doctor of Law at the University of Tübingen with a dissertation on the subject of the high treason under the new criminal law drafts . After passing the Second State Examination in 1934, he first became a civil servant at the Deutsche Reichsbahn , before he became an employee in the Reich Ministry of Transport in 1936 . Subsequently, between 1943 and 1945 he was authorized representative for local transport in Hamburg and during this time he also wrote the book The prices in local goods transport with vehicles for the ordinance on maximum prices for vehicle services in local transport (NVP) of January 15, 1940.

He stayed in Hamburg after the end of the Second World War and was there from 1946 to 1951 as a consultant for universities . Then in 1952 he was appointed department head in the Ministry of Culture of North Rhine-Westphalia .

In 1956, however, he went back to Hamburg and was there until 1966 as Senate Syndicus, the highest civil servant in the Free and Hanseatic City and responsible for personnel, organization, schools, universities and culture. He played a key role in the redesign of the University of Hamburg : During his tenure, the Auditorium maximum (Audimax) and the Philosophenturm (Phil-Turm) at Von-Melle-Park were inaugurated at the end of the 1950s and the beginning of the 1960s Botanical institutes and the botanical garden relocated to Klein Flottbek . He published the experiences made during this time in 1963 in Experiences with the establishment and expansion of the University of Hamburg .

In 1966, von Heppe became a permanent state secretary for scientific research, which in 1969 was renamed the Federal Ministry of Education and Science. He held this position until 1971 and was one of the closest collaborators of the then Federal Ministers Gerhard Stoltenberg and Hans Leussink during his five years of employment . In addition, he published research inside and outside the universities in the course of his work there (1970).
