Harald Werthmann was born as the son of a farm laborer in Tilsit, East Prussia. In April 1945 Werthmann was taken prisoner of war , from which he was released in July 1945 in Eutin . After various auxiliary activities, he found a job in the local tax office in Beeskow, Brandenburg, from July 1946 , where he was employed until 1949.

During this time, Werthmann became a member of the liberal party in the Soviet zone of occupation, which was then still called the LDP . After the new Brandenburg Finance Minister Ingo von Koerber took office in December 1949, he brought Werthmann to the Ministry of Finance in Potsdam as his personal advisor. For the state elections in 1950, Werthmann was nominated and elected as the LDP candidate. He represented his party as a member of the state parliament until the Brandenburg state parliament was dissolved in the summer of 1952. After Siegfried Dallmann, an NDPD member, had been appointed Brandenburg finance minister at the end of November 1950 , Werthmann moved to Berlin at the beginning of 1951, where he was personal assistant to the then GDR finance minister and LDPD chairman Hans Loch became. Werthmann held this position until 1957. During this time he also graduated from 1954 to 1957 at the University of Economics in Berlin-Karlshorst . In addition, he was a member of the People's Chamber , to which he had moved on August 25, 1953. From 1957 to 1961 he was deputy chairman of the committee for the local people's representatives. Werthmann held the Volkskammer mandate until his death in 1984. In 1961 Werthmann moved up full-time to the party apparatus of the LDPD. He became secretary of the central board of the LDPD, member of the political committee of the central board and chairman of the LDPD district association in Berlin. He headed this district association until April 1984, when he passed the chairmanship on to his successor Fritz Krausch for health reasons . Since 1963 Werthmann was a member of the East Berlin city council.

After his death on September 5, 1984, which was preceded by a long, serious illness, his life's work was recognized in several articles in the SED central organ Neues Deutschland . The funeral service was also honored with an article. Werthmann was buried in the Baumschulenweg cemetery.
