Heinz-Peter Meidinger (born September 30, 1954 in Regensburg ) is a German grammar school teacher and was federal chairman of the German Association of Philologists (DPhV) from 2004 to 2017 . He has been President of the German Teachers' Association (DL) since July 1, 2017 .

education and profession

Meidinger studied German, history, social studies and philosophy at the University of Regensburg for teaching at grammar schools. During this time he was a fellow of the Konrad Adenauer Foundation . From 1984 he taught at the Karl-von-Closen grammar school in Eggenfelden and from 1997 at the Comenius grammar school in Deggendorf . There he was also a seminar leader in teacher training for German. In 2003 he switched to the Robert Koch Gymnasium in Deggendorf as headmaster .

Meidinger retired on July 22, 2020. The laudation was given by the Bavarian State Minister for Education and Culture Michael Piazolo , the Bavarian State Minister for Science and Art Bernd Sibler , the Deggendorf District Administrator Christian Bernreiter and Deggendorf's Lord Mayor Christian Moser .

Activity in professional associations

From 1985 to 1990 he was chairman of the Bavarian Philologists Association (bpv, approx. 22,000 members), from 1993 to 2003 he acted as a press and public relations officer for the main board of the bpv. In 1999 he was elected deputy chairman of the bpv and in 2001 deputy chairman of the German Association of Philologists (DPhV, approx. 90,000 members). From 2004 to 2017 he was chairman of the DPhV. In the elections of the German Teachers' Association (DL, approx. 165,000 members), which took place on May 15, 2017 , he was elected President with effect from July 1, 2017.

Statements on education policy

Nine-level high school

Heinz-Peter Meidinger is an advocate of the nine-stage grammar school, also from the point of view that he introduced the G8 at the Robert Koch grammar school in Deggendorf in 2003 . However, since September 2015 this school has been participating in the trial trial for intermediate level plus , with which a four-level intermediate level and thus the G9 was tested again. He also worried about the quality of the Abitur if the proportion of students at the grammar school continued to rise. In his opinion, it should also be ensured that a university entrance qualification is also accompanied by a university entrance qualification. Meidinger warns of the fact that childcare places are free of charge, since, in his view, families with an educational affinity would primarily take advantage of this offer.

Prohibition of the right to strike for civil servants

In mid-January 2018, he advocated the ban on the right to strike for civil servants. At the beginning of March 2018, Meidinger criticized the decreasing requirements in the German education system and spoke of an "inflation of good grades". A lower level made it easiest for politicians to increase satisfaction with the education system. According to Meidinger, however, it is necessary to improve the performance of the weaker students. At the beginning of May 2018, he complained about the lack of nationwide comparability of high school graduation grades. A four in Bavaria is a three in Baden-Württemberg and a two in North Rhine-Westphalia. He called for a “big step towards greater comparability”.

Cell phone ban in schools

At the beginning of September 2018, Meidinger called for a cell phone ban in schools, at least for students under fourteen. The mostly only muted cell phones reduced attention, and the devices are also used in almost every direct physical bullying for bullying on the Internet and social networks, he said.

Europe-wide abolition of the time change

In connection with the Europe-wide abolition of the time change , Meidinger spoke out clearly against a permanent change to summer time in March 2019 ; it would be irresponsible and urgently need to be prevented because it would have "serious health effects, especially on children and young people". In addition, more than ten million schoolchildren would have to make their way to school two months longer each year in complete darkness. He therefore called for “absolutely to switch to winter time”.

Nationwide central high school diploma

In July 2019, Meidinger advocated the introduction of a transnational central high school diploma , especially in the subjects of mathematics, German and foreign languages. Like the Baden-Württemberg Minister of Education, Susanne Eisenmann, he supported the nationwide central high school diploma demanded by Federal Education Minister Anja Karliczek and FDP Chairman Christian Lindner . In the debate triggered by Carsten Linnemann at the beginning of August 2019 about compulsory pre-school education in the case of a lack of German language skills, Meidinger advocated language proficiency tests for all three- and four-year-olds: “Late support can never replace early support. So there is much to be said for nationwide and nationwide to carry out language proficiency tests in all three- and four-year-olds so that they can then be given appropriate language training in the day care center or in a preschool. ”Around one fifth of first graders do not have sufficient knowledge of German to Lessons to follow.

Shortage of teachers in the 2019/2020 school year

At the end of August 2019, Meidinger forecast "with the exception of the immediate post-war period, the greatest shortage of teachers that we have ever had in Germany in the last few decades. We estimate that not all teaching positions can be filled at every second school in Germany. ”He assumes that there will be a shortage of 15,000 teachers and a further 40,000 teaching staff without teacher training. He also criticized the school ministries' lack of transparency. A short-term remedy can hardly be found, since teacher training would take five to seven years. In addition, the introduction of the G9 in grammar schools threatens the next teacher shortage in a few years.

Lateral entry in the teaching profession

With “A crime against children” at the end of 2019, Meidinger criticized the common practice of the federal states of using lateral entrants in primary schools without adequate qualifications as teachers. Although the Conference of Ministers of Education and Cultural Affairs stipulated that a teacher training course, a legal clerkship of 18 to 24 months and in-service training are mandatory for teacher training, in Berlin and Saxony, for example, lateral entrants are increasingly being used with the help of one to two-week crash courses. In Berlin two-thirds and in Saxony more than half of the new teachers are lateral entrants without appropriate pedagogical and didactic training. He was bothered by the fact that the crash courses gave the impression that “a teaching post is something that anyone can do.” In Bavaria and Saarland, no lateral entrants were hired in 2018, in the other federal states except Berlin and Saxony in the single-digit percentage range. In order to prevent teacher shortages in the long term, the constant alternation between excess and shortage should be broken, says Meidinger: “There would have to be an excessive demand for teachers.” In times of need, skilled workers would be available without any loss of quality.

Separate lessons

In February 2020, Meidinger rejected Stefanie Hubig's proposal (President of the Conference of Ministers of Education and Cultural Affairs ) to introduce separate classes for girls and boys in natural science subjects. This separation would again lead to a more tense relationship between the sexes.
