The autumn 2006 session of the National Council and Council of States took place from September 18, 2006 to October 6, 2006 due to the extensive renovation of the parliamentary rooms in the Bundeshaus extra muros in the Rhaeto-Romanic village of Flem / Flims .

prehistory

In the summer and autumn months, the Federal Palace in Bern could not be used for parliamentary operations due to the renovation work. The office of the National Council examined two alternatives in the Bern area and in the canton of Graubünden . Since two sessions had already been held outside of the Federal Palace in the French and Italian language areas, the office of the National Council considered it sensible, for reasons of state policy, to hold a session in the Romance language area. The recommendation for Romance Switzerland came from the Council of States Christoffel Brändli . The office of the National Council did not consider holding an “extra muro” session to be mandatory, but desirable because of the renovation work.

The canton of Graubünden specified the candidacy and recommended the Surselva region . Bern recommended that the National Council meeting be held in the city's town hall and, because of its optimal infrastructure, considered the Kursaal to be the primary venue for the Council of States meetings. A study showed that an extra muros session can be carried out at both locations. However, Flims made it possible to concentrate both councils in one place, which simplified operational and organizational conditions. The implementation in Bern would have resulted in costs of 1.3 million francs, in Flims 1.7 million francs, whereby one million each could be compensated by savings in the renovation of the parliament building.

It was carried out as part of a parliamentary initiative by the National Council and Council of States offices. Since, according to Article 32 of the Parliament Act, a simple federal resolution is required for holding a session extra muros, the initiative text comprised two points:

  1. The regular autumn session of the Federal Assembly from September 18 to October 6, 2006 will take place in the municipality of Flem / Flims, Canton of Graubünden.
  2. A commitment credit of 1.7 million francs is approved for additional federal expenditure.

In its statement, the Federal Council first took note of the decision. Despite the additional costs for the Federal Council and administration, he supported the idea as a “contribution to understanding minorities as well as good understanding among the various language communities”.

The Council of States discussed the resolution on April 27, 2004 as the first councilor. Bruno Frick presented the initiative to the Council of States for the Council of States office. The National Council discussed the parliamentary initiative on September 29, 2004. Fulvio Pelli presented the proposal to the National Council for the National Council office. Sep Cathomas recommended on behalf of the Christian Democratic People's Party and Duri Bezzola on behalf of the free-spirited Democratic Party to support the motion. The National Council also entered without counter-motions. So it was decided to hold the session extra muros in Flims.

The National Council met in a tennis hall, the Council of States in the five-star hotel "Waldhaus".
