Herman Bernard Jan Witte (born August 18, 1909 in Harlingen , province of Friesland ; † May 30, 1973 in Eindhoven , province of Noord-Brabant ) was a Dutch politician of the Katholieke Volkspartij (KVP), who was minister and mayor of Bergen op Zoom as well as from Eindhoven.

After attending the Openbare Hogere Burgerschool in Harlingen in 1927, Witte began studying civil engineering at the Technical University of Delft , which he completed in 1933. He then worked as a supervisor for road and path construction and, most recently, as an engineer at the hydraulic engineering office ( Rijkswaterstaat ) and as such was involved in the construction of dams on the Maas . He then worked between 1935 and August 1, 1939 as a civil servant at the regional planning office for the Limburg province in Maastricht, and then from August 1, 1939 to May 1, 1946 as head of the Bergen op Zoom building office. This activity was interrupted by his mobilization in World War II, when he was drafted as a reserve officer in a construction unit in 1939 and was held in German captivity from May to June 1940 .

After the liberation, Witte became provisional mayor of Bergen op Zoom on January 1, 1945 and also held this position until May 1, 1946, before he was mayor of Bergen op Zoom until September 1, 1952.

On September 2, 1952, Witte was appointed by Prime Minister Willem Drees as Minister for Reconstruction and Public Housing ( Minister van Wederopbouw en Volkshuisvesting ) in his second cabinet and was a member of this until October 13, 1956. He was then on 13 October 1956 to the Minister of Drees for public housing and construction industries ( Minister van Volkshuisvesting en Bouwnijverheid ) in its third government called and held this position also in Drees' successor Louis Beel formed on December 22, 1958 Government to on May 19, 1959. On March 20, 1959, Witte was elected a member of the Second Chamber of the States General and represented the interests of the Katholieke Volkspartij (KVP) until October 16, 1959 . On June 9, 1959, he was appointed Grand Officer of the Order of Orange-Nassau . On October 16, 1959, he succeeded Charles van Rooy as Mayor of Eindhoven and initially held this office until November 22, 1966. In addition, he was a member of the Board of Trustees of the Eindhoven University of Technology between 1959 and 1961 , and a board member of the broadcasting company between 1960 and 1966 Radio Nederland Wereldomroep (RNW) and from 1960 to 1963 member of the Central Investment Council ( Centralebelgingsraad ).

He also served from February 1963 to 1967 as a board member of the National Foundation for Television Advertising TVN ( Nationale Stichting Televisiereclame Nederland ) and from July 11, 1966 to February 7, 1969 as chairman of the advisory commission for film censorship. In July 1966 he also became a member of the supervisory board of the mutual insurance company OLVEH

Thereupon he was appointed by Prime Minister Jelle Zijlstra as Minister for Public Housing and Spatial Planning ( Minister van Volkshuisvesting en Ruimtelijke Ordening ) in his cabinet on November 22, 1966 and was a member of this until April 5, 1967.

Afterwards, Witte took over his office as Mayor of Eindhoven on April 5, 1967 and held this position until his death on May 30, 1973. He was succeeded by the previous Mayor of Dordrecht , Jaap van der Lee . At the same time he was a member of the State Commission led by Jo Cals and André Donner from August 26, 1967 to 1971 , to advise on fundamental rights and the right to vote. Most recently, from 1971 until his death, he was also a member of the supervisory board of De Nederlandsche Bank (DNB) and the Organization for Cooperation in the Eindhoven Agglomeration .
