Horst Risse

Horst Risse (born November 15, 1954 in Mechernich ) is a German administrative lawyer . From 2013 to July 2020 he was Director of the German Bundestag with the rank of State Secretary .

Life

Cracks studied at the Rheinische Friedrich-Wilhelms University in Bonn law . Since 1986 he has been an assistant to Karl Josef Partsch , where he also received a doctorate on a topic on international martial law. jur. received his doctorate. Risse was from November 2004 to December 2004 and again from March 2007 to March 2009 Head of the Secretariat of the Joint Commission of the Bundestag and Bundesrat for the Modernization of the Federal Order (so-called Federalism Commission I and Federalism Commission II ). With August 2008, he was appointed President of the Bundestag Norbert Lammert as head of department in the federal government. There he initially headed Department I, Information and Documentation, and in 2010 changed as Head of Department P to Parliament and MPs .

Bundestag President Lammert appointed Risse as State Secretary and Director at the German Bundestag on December 13, 2012 with effect from January 1, 2013 . In July 2020, Horst cracks adopted after twelve years of service with the federal government in retirement . On August 1, 2020, his successor Lorenz Müller was appointed State Secretary and Director of the German Bundestag.
