Horst Winkelmann

Horst Winkelmann (born March 8, 1940 in Bremen ) is a former German ambassador .

Life

Son of Otto Winkelmann (teacher in Ilfeld , missing in Bessarabia since 1944 ) and Annemarie Winkelmann, b. Horst. He spent his elementary school days in Lauenau , part of his high school days in Bad Nenndorf and finally passed his final exams at the Adolfinum Bückeburg grammar school in February 1959 .

Winkelmann studied law , German, history and political science at the Leibniz Kolleg at the University of Tübingen from 1960 to 1965 . After both state examinations , he became a research assistant at the Free University of Berlin in 1968 and received his doctorate there in 1970 . After a short time as a scholarship holder of the German Research Foundation at the Lomonossow University in Moscow, he moved to the Federal Ministry for Internal German Relations in 1971 . From 1981 to 1986 he was promoted to head of department and deputy to the federal government's representative for West Berlin .

In 1986 he moved to the Foreign Office . He was ambassador or envoy in several countries: from 1987 to 1992 he was envoy to the Moscow embassy. From 1992 to 1995 he was ambassador to Ethiopia and Eritrea. From 1998 to 2001 he was ambassador to Belarus in Belarus. After Winkelmann had submitted his letter of accreditation to the government of Aljaksandr Lukashenka in Minsk on May 26, 1998 , he and other ambassadors left Belarus at the end of June 1998 after they began their residencies in the Drasdy forest settlement near Minsk, where President Lukashenko also lives , to renovate without prior notice and to cut off the energy and water supplies. From 2001 to 2005 he was ambassador to Norway.

He has been retired since July 1, 2005.

In 1971 his book The Doctrine of Administrative Action in Soviet Administrative Law was published .

At the 19th meeting of the UNESCO World Heritage Committee in Berlin from December 4 to 9, 1995, Winkelmann and Lambert Messan from Niger were elected chairman and speaker.

In 2009, Winkelmann headed an expert commission with the former district court director Roland Kollwitz, which clarified the sinking of three Stralsund dugout canoes before they were donned with formaldehyde .
