The Lithuanian Institute of Law ( Lithuanian Lietuvos teisės institutas ) is a state scientific (research) institution founded on the initiative of the Lithuanian government in 1991 to coordinate the reform of the legal system and the judicial institutions in Lithuania , them with the economic and social Restructuring the country to join. The founder of the institute is the Ministry of Justice of the Republic of Lithuania . The institute's direction is Public Law and Criminology . In 2008 there were 35 employees.

aims

The main objectives of the institute are to contribute to the creation of the scientific basis for the reform of Lithuanian law and the legal system and its individual elements on the basis of national experience and the achievements of European legal development, to contribute to the protection of human rights and the Fundamental freedoms through the development of national scientific studies as well as for scientific applied research in the field of law and the legal system, through legal measures to create favorable framework conditions for the economy. The most important research areas in the institute are as follows: public law (focus: problems of constitutional and criminal law) and criminology (problems of children's rights protection and youth rights).

Functions

The institute performs the following functions:

  • conducts applied scientific research on the legal system;
  • prepares the legal and criminological opinions of laws and other legal acts as well as their drafts;
  • collects, analyzes, systematizes and presents legal and criminological information to state institutions;
  • publishes research results and methodological publications;
  • participates in the training of lawyers and in the legal education of society;
  • participates in the drafting of draft laws and drafts of other legal acts.

history

After Lithuania regained national independence, the Teismo ekspertizės mokslinio tyrimo institutas (TEI, German  Institute for Forensic Research ), which was founded in the Soviet era, was reorganized.

On November 23, 1991, Teisės institutas was established . As of November 30, 1991, the activity of the Valstybinės teisinės informacijos departamentas prie Teisingumo ministerijos . Three specialized departments were established in the institute (one for criminological research, one for comparative law and one for legal information).

In 1993, the tasks of the Legal Information Department were transferred to the newly established Center of the Ministry of Justice ( Teisinės informacijos centras , TIC). Then a library was set up in the institute and there were 4 specialized departments (one for private law research, one for constitutional and international law research , one for criminological research and an information methodology department).

From 1993 the institute publishes the legal journal " Teisės problemos ". In 1995 the collection of historical legal sources "Lietuvos valstybės teisės aktai" (published 1996) and the commentary on the Lithuanian Constitution (editor in charge Karolis Jovaišas) were made.

From 2005 to 2008, 52 researches (38 national and 14 international) were carried out.
