James Milton Loy (born August 10, 1942 in Altoona , Pennsylvania ) is a former American Admiral and Commandant of the Coast Guard , former Acting Secretary of Homeland Security and Economic Manager .

biography

After attending school, he joined the US Coast Guard in 1960 . He then studied engineering at the US Coast Guard Academy , where he earned a Bachelor of Science ( BS General Engineering ) in 1964 . He later completed a postgraduate course in history and administration at Wesleyan University with a Master of Arts ( MA History and Government ). He completed another postgraduate course in public administration at the University of Rhode Island with a Master of Public Administration (MPA).

During his service with the Coast Guard, he was in 1994 as Vice-Admiral commanding the Atlantic region ( Coast Guard Atlantic Area ) and then from 1996 to 1998 Chief of Staff of the US Coast Guard. Then was finally from 1998 to 2002 as Admiral Commander of the Coast Guard ( Commandant of the Coast Guard ). For his military services he was awarded the Legion of Merit twice.

After retiring from active service with the Coast Guard, he was appointed Administrator Head of the Transportation Security Administration (TSA) in 2002 , a federal agency in the division of the Department of Homeland Security based in Washington, DC , which is responsible for public safety in traffic . In the following year he became Deputy Minister for Homeland Security ( Deputy Secretary of Homeland Security ) and held this office until 2005. As such, he was Acting Secretary of Homeland Security from February 1 to February 15, 2005 .

After retiring from government service, he moved to the private sector and since 2005 has been a board member of the defense and technology company Lockheed Martin and a senior advisor to The Cohen Group , which is involved in advisory and lobbying work.
