John Michael Doar (born December 3, 1921 in Minneapolis , Minnesota - † November 11, 2014 in New York City , New York ) was an American lawyer . From 1960 to 1967 - in a crucial phase of the Civil Rights Movement - during the terms of office of Presidents Dwight D. Eisenhower , John F. Kennedy and Lyndon B. Johnson - Doar played, initially (1960–1964) as Deputy Head (First Assistant) , then (from 1964 to 1967) as head of the Civil Rights Division (Assistant Attorney General-CR) of the US Department of Justice played a central role, in particular when the Kennedy and then the Johnson administration decided that the Civil The Rights Act of 1957 and the Civil Rights Act of 1960 guaranteed civil rights, which until then had not been respected in most southern states, or had only been observed with great reluctance, to actually enforce and finally put an end to the racial segregation that still exists in many areas to put. This culminated in the statutory provisions of the Civil Rights Act of 1964 and the Voting Rights Act of 1965 . Doar was instrumental in bringing about these two laws and considered them to be his greatest and most lasting successes.

Life

Youth and education

John Michael Doar was born in 1921 as the son of a lawyer W (illiam) T (homas) Doar and his wife Mae (born Deneen), an Irish-born teacher in Minneapolis, Minnesota, but grew up with his older brother Tom in New Richmond , Wisconsin on where his father had become a partner in the law firm Fuller & McNally (now: Doar Drill & Skow) since 1908. Believing that her children in small town New Richmond would not get the education she wanted, Mae Doar sent John and Thomas to St. Paul Academy in St. Paul , neighboring Minnesota .

John Doar and his brother Thomas had to live in a dormitory near the school and could only go home on the weekends because the distance from Minnesota to New Richmond was too great. After graduating from high school, John Doar began studying at Princeton University . In 1943 he interrupted his studies and joined the United States Army Air Forces . He attained the rank of second lieutenant ( lieutenant ) and was already in training for Bomber Pilot, when the Second World War ended. In 1945 he returned to Princeton University and made an AB degree (Undergrade Degree). He then moved from Princeton to study law at the University of California, Berkeley , UC Berkeley, Boalt Hall School of Law. After completing his law degree in 1949 (LL.D.) Legum Doctor Juris Doctor and his admission to the bar in 1950 in Wisconsin (State bar admission - State Bar of Wisconsin), he returned to New Richmond around until 1960 in the To work with his father's law firm.

Civil Rights Division

In the spring of 1960, the then head ( Assistant Attorney General ) of the Civil Rights Division in the US Department of Justice (the Eisenhower Administration), which had only existed for three years (since December 1957), Harold R. Tyler , was looking for a deputy. Tyler knew Doar from Princeton, knew about his abilities, and so he was chosen. John Doar served in the Civil Rights Division from 1960 to 1967, one of the most tumultuous periods in US history / civil rights movement. From 1960 to 1964 as Deputy (First Assistant) to the CR Division Heads Harold R. Tyler and Burke Marshall , from 1964 to 1967 as Head (Assistant Attorney General) of the CR Division of the US Department of Justice.
