Josef Clemens (born June 20, 1947 in Weidenau (now Siegen )) is German Curia Bishop . He was secretary of the Pontifical Lay Council and was a member of the Presidential Committee of the Family Council.

Life

Josef Clemens was born in 1947 in Siegen, part of the Archdiocese of Paderborn , and passed his Abitur at the Archbishop's Collegium Marianum in Neuss . After studying Catholic theology as a seminarian at the German College in Rome , he received in the Church of Rome 10 October 1975 Ignatius of Loyola in Campo Marzio by Hermann Cardinal Volk the priesthood for the Archdiocese of Paderborn. After working as vicar in Bielefeld- Schildesche (1976 to 1977) and Dortmund (1977 to 1980), he was released for further studies (1980 to 1984) and received his doctorate in moral theology in 1983 at the Pontifical Gregorian University . He then worked for 19 years as the private secretary of the Prefect of the Congregation for the Doctrine of the Faith , Cardinal Joseph Ratzinger , later Pope Benedict XVI. Pope John Paul II awarded him the honorary title of Chaplain to His Holiness on March 17, 1989 .

Clement was called by John Paul II on February 12, 2003 as Undersecretary of the Congregation for Institutes of Consecrated Life and for Societies of Apostolic Life . On November 25, 2003, he was appointed Titular Bishop of Segermes and Secretary of the Pontifical Council for the Laity . On January 6, 2004, Joseph Cardinal Ratzinger donated him the episcopal ordination in St. Peter's Basilica . The coconscrators were Archbishop Hans-Josef Becker from Paderborn and the President of the Pontifical Council for the Laity, Archbishop of Curia Stanisław Ryłko . He was also appointed to the President's Committee of the Family Council in early 2005. On September 24, 2013, Clement was confirmed in his office as secretary of the Laity Council by Pope Francis , and on February 6 of the following year the confirmation was renewed.

His functions in the Pontifical Councils for Laity and Families ended with the dissolution of these councils on September 1, 2016.

He is a member of the Catholic student association KAV Capitolina Rome .

XX. World Youth Day 2005

As a member of the Pontifical Council for the Laity, Josef Clemens was the organizer of the XX. World Youth Day 2005 in Cologne . For his commitment to this major global event, he was awarded the Great Federal Cross of Merit by the German Federal President Horst Köhler ; the honor was given on January 19, 2007 by the German Ambassador to the Holy See, Hans-Henning Horstmann , in Rome.
