Hertling cabinet

The Hertling cabinet was in office under Kaiser Wilhelm II from October 25, 1917 to October 4, 1918 . It was the first cabinet of the empire that came into being after deliberation of the majority parties in the Reichstag . The Social Democrats did not enter the cabinet because they did not want to complicate the formation of a government, which was already difficult. But they supported the cabinet in parliament.

Georg von Hertling (1843–1919) belonged to the right wing of the Catholic center and was against parliamentarizing the empire. The left wing of the center around Matthias Erzberger was of the opposite opinion, while the broad center of the center wanted to show consideration for the right wing, but also saw the desire among Catholic workers for democratization. The center did not want to put any obstacles in the way of parliamentarization and did not itself take any initiative to prevent a split in the center. Hertling's chancellorship became possible because the center and the left-wing liberals showed consideration for the restrained forces. They were able to get used to a mode of government in which the parliamentary principle was more effective than before.
