The Baden Cabinet was from October 4 to 9. November 1918 reigning national government of the German Reich in the closing stages of World War I , and thus the last government during the empire . It was also the first Reich government in which Social Democrats co-governed. In the course of the November Revolution, Chancellor Max von Baden announced the abdication of the emperor and transferred what was not covered by the constitution in force until then to Friedrich Ebert, the chairman of the then strongest parliamentary group in the Reichstag , the majority SPD . After the proclamation of the German Republic (subsequently called the Weimar Republic ), Ebert formed the Council of People's Representatives from the MSPD and USPD the next day . Under the supervision of this revolutionary organ, however, the state secretaries remained in office (see Ebert cabinet ).
