The Piip I government was officially the 8th government of the Republic of Estonia since independence was declared in 1918. It remained in office for 93 days.
The government was provided by the Estonian Labor Party ( Eesti Tööerakond, ETE ). The Estonian Social Democrats also voted for the Piip government. It was the last government established by the Constituent Assembly ( Asutav Kogu ).
From November 27 to 29, 1920, the first elections to the Parliament of the Republic of Estonia ( Riigikogu ) took place. On December 20, 1920, the Constituent Assembly ended its work as the highest legislative organ . On December 21, 1920, the Estonian Constitution came into force. With it the designation "State Elder" ( Riigivanem ) was introduced for the office of the head of government (§ 58). He also acted as head of state of the Republic of Estonia (Section 61).
On January 4, 1921, the newly elected first Riigikogu met for the first time. President of the Parliament was Otto Strandman chosen which therefore had to retire prematurely from the government Piip. The Riigikogu elected a new government on January 25, 1921 under the leadership of Konstantin Päts .
