Kaspar Josef von Biegeleben (born February 7, 1766 in Arnsberg ; † October 9, 1842 in Darmstadt ) was a lawyer, civil servant and politician (in the service of the Electoral Cologne state and Hesse-Darmstadt ).

family

Biegeleben came from a family of lawyers in the Duchy of Westphalia, part of the Cologne Electoral State . In 1723, Ferdinand Kaspar was awarded imperial nobility in gratitude for his services. His nephew Engelbert Theodor (* 1732 in Arnsberg; † 1799 ibid) became a councilor in the government and a member of the Duchy's state parliament in 1758 , he switched to the higher appeal court in Bonn in 1782 , but fled the French revolutionary troops with the court after 1794 Arnsberg.

Kaspar Josef was the eldest son of Engelbert Theodor and his wife Maria Anna (née Zeppenfeldt).

He himself was married to a widowed Cramer von Clausbruch in his first marriage since 1793 . In his second marriage, he was married to Maria Anna, nee von Braumann, from 1800.

Of his seven children from his second marriage, Maximilian (1813–1899) became Hessian finance minister, Arnold (1822–1892) Hessian envoy in Berlin and the Bundestag in Frankfurt and Ludwig (1812–1872) served Austria's opponent Bismarck .

In the service of Kurköln

After attending the Laurentianum grammar school , Kaspar Josef embarked on a legal career and studied law in Göttingen , Mainz and Bonn. He then entered the service of the Electorate of Cologne in 1789 as a trainee lawyer, still unpaid. From 1791 he worked as a councilor and court advisor to the government in Bonn. He subsequently became court chamber attorney and court chamber councilor. In addition, he had been a trainee lawyer since 1792. Like his father, he and his then wife fled from the French in the Sauerland to the provisional seat of government in Brilon .

As a legation councilor, von Biegeleben represented Kurköln at the Rastatt Congress in 1797 . After the death of Elector Maximilian Franz of Austria , Anton Viktor of Austria was elected as his successor in 1801 . But this did not take office. Therefore, the Cologne cathedral chapter took over the business of government. From this Biegeleben was appointed to the Privy Council in 1802 and sent to Regensburg to negotiate compensation in the course of the upcoming Reichsdeputationshauptschluss to the Reichstag .

The diplomatic efforts to preserve the electoral state were in vain, since after the Peace of Luneville and the Reichsdeputationshauptschluss the Holy Roman Empire and with it the spiritual states were abolished. In addition to his diplomatic work, he was active as a bridge commissioner.

On the fringes of the negotiations in Regensburg, he came into contact with the Hessen-Darmstadt Minister of State, Carl Ludwig von Barckhaus, called von Wiesenhütten .

In the service of Hessen-Darmstadt

Among other things, he owed his protection that, unlike Franz Wilhelm von Spiegel , he succeeded in making the smooth transition to the service of the new sovereign. He went to Darmstadt as a secret state trainee with the rank of secret council, responsible for the Duchy of Westphalia . Promoted to court and chamber director, he was also responsible for the Principality of Starkenberg, which was also newly part of the Hessian state . In 1810 his nobility was renewed on their own initiative.

In 1819 he became director of the court chamber and first trainee lawyer in the finance department of the state ministry with the rank of a real secret council. However, due to excessive workload, he soon gave up some of his duties. From 1821 to 1832 he was regional president in Starkenburg, based in Darmstadt. From 1832 he was a member of the State Council and headed the administrative, judicial and feudal court until his death. In the same year he was honored for his services with the Commander's Cross First Class and in 1836 with the Grand Cross of the Order of Ludwig .

In addition to his professional activity, von Biegeleben, with a diverse education, was a member of the Göttingen Historical Institute. His house became a spiritual center and he was on friendly terms with Heinrich von Gagern , who had worked under him and was very fond of Biegeleben.

He is buried in the old cemetery in Darmstadt.
