The son of the auditor Conrad Wilhelm Hartong († 1898) and Henriette geb. Hacke attended high school in Eutin and studied law at the universities of Freiburg and Göttingen from 1881 to 1884 . After passing the two state exams, he entered the Oldenburg civil service in 1890 and initially worked as an auditor at the local courts of Jever and Varel and at the regional court of Oldenburg .

In 1892 he became an assistant judge at the Idar-Oberstein district court in the Principality of Birkenfeld , an exclave of the Grand Duchy of Oldenburg . In 1894 he worked as a magistrate in Nohfelden . From 1900 to 1906 he was a judge at the Oldenburg Regional Court and in 1907 took over the management of the Birkenfeld Local Court as senior magistrate. He was also politically active and was a member of the Oldenburg state parliament from 1911 to 1924 as a member of the Center Party . The Principality of Birkenfeld, known as the Birkenfeld region after the First World War , was occupied by French troops in 1919 as part of the Allied occupation of the Rhineland . After the provisional district president Pralle was dismissed by the French occupying power, Hartong was appointed provisional district president in Birkenfeld on June 15, 1919, but only took office after obtaining permission from Oldenburg. After the proclamation of the Independent Republic of Birkenfeld, protected by the French, in July 1919, Hartong was able to exercise his office for a short time, but was deposed on August 30, 1919 by the separatist government, to which he handed over the business on September 3. Hartung initially remained in Birkenfeld as chief magistrate and was transferred to the district court in Oldenburg in 1923 after his expulsion by the French, where he was appointed district court director in 1924 .
