August Barnstedt (lawyer, 1823)

Karl August Barnstedt (born October 13, 1823 in Birkenfeld , † November 8, 1914 in Oldenburg ) was a German administrative lawyer and from 1881 to 1901 regional president of the Principality of Birkenfeld , an exclave of the Grand Duchy of Oldenburg .

Life

Barnstedt was the son of Colonel One Office judicature and top judicial council August Erich Julius Barnstedt born (1793-1865) and his wife Marie Philippine Göring (1801–1867) born. He went to high school in Kreuznach and Darmstadt and studied from 1842 to 1845 law at the Ruprecht-Karls-University of Heidelberg . After completing his studies, he initially settled in Birkenfeld as a lawyer and entered the Oldenburg civil service in 1850.

After a brief activity as an official auditor in Minsen , Jever and Rastede , he became secretary to the government in Oldenburg in 1852 after passing his exams with top marks . In 1853 he was Assessor Office, 1857 Regierungsassessor and 1863 finally Regierungsrat . From 1866 Barnstedt was a member of the management of the savings bank Oldenburg , which later became the Landessparkasse zu Oldenburg . After the administrative reorganization of the Oldenburg administration in 1868, he was appointed lecturer in the Department of the Interior in 1869 . From 1873 he was a senior councilor. From 1875 to 1876 Barnstedt belonged to the Oldenburg state parliament as a member of the Oldenburg constituency of Birkenfeld .

On October 1, 1881, Grand Duke Peter II appointed him chairman of the government in the Principality of Birkenfeld, an exclave belonging to the Grand Duchy of Oldenburg, with the title of District President. On his 50th anniversary in 1900, Barnstedt received the title of Privy Councilor . from 1 October 1901, he was at his own request in the retirement staggered and received by the Grand Duke - against the advice of the Ministry - the predicate excellence .

As President of the Birkenfeld district, Barnstedt actively campaigned for the expansion of the state, so numerous schools, hospitals and railways, including the Idar-Oberstein electric tram , were built during Barnstedt's tenure . However, since he ran the administration in an autocratic manner, despite his services he was accused of ruthlessness and arbitrariness. Only after his death did this assessment change and he was given professional and personal recognition.

Barnstedt was married twice. On September 20, 1854, he married Ida Johanne von Negelein (1822-1856). After her untimely death, on May 4, 1859, he married Marie Luise Groskopff (1836–1919), the daughter of the lawyer Gerhard Groskopff .
