Culture for everyone

from Wikipedia, the free encyclopedia

“Culture for everyone” is the motto of some registered associations in Germany and Austria : It specifies their goal to enable the needy to have free or very inexpensive access to cultural events and activities. It follows a cultural-political demand from the 1970s that was not met. The initiatives are often called culture boards .

The Hunger for Art and Culture campaign was initiated in Vienna in 2003 and founded as a non-profit association in 2006, followed by other such associations in almost all regions of Austria. In Frankfurt in 2008 the first club was named culture for ALL e. V. founded; Clubs with the same or comparable names and goals followed in Nürtingen , Osnabrück , Passau and Stuttgart .

development

The culture boards are - measured against the established associations of voluntary welfare work such as the workers' welfare and Caritas - rather young actors in the field of social work. The cultural establishments provide free tickets and a. available for classical music, variety shows and sporting events. KulturLeben Berlin is one of the largest cultural boards in Germany with - according to its own statements - 50,000 tickets sold annually for socially disadvantaged people. The culture boards are organized differently from region to region. The culture boards are partly a sub-organization of the regional diakonia. In some places the regional boards organize the distribution of admission tickets in the sense of a culture board without displaying an independent culture board.

The Federal Association for Cultural Participation , which is an amalgamation of 28 culture boards, can be seen as the federal association of culture boards in Germany . It was founded in Cologne in October 2016 and emerged from the nationwide Working Group on Cultural Participation in Germany . It is organized by the KulturRaum Munich office .

Austria

In December 2003 Airan Berg, the artistic director of the Schauspielhaus Wien at the time , and Martin Schenk, chairman of the poverty conference , founded the “Hunger for Art and Culture” campaign in Vienna. This gave those in need unbureaucratic access to events at the Wiener Schauspielhaus. In December 2004 six, up to the end of 2006 33 further cultural organizers, and up to the present more than 150 cultural institutions in Vienna joined the campaign. Since 2006, "Hunger for Art and Culture" has been registered as a non-profit association that the City of Vienna has supported since 2007.

From January 2006 Salzburg and Styria took over the action. By 2008 this extended to Upper Austria , Vorarlberg and Tyrol , so that today it includes almost all of Austria.

Frankfurt am Main

Culture for EVERYONE e. V. was founded on August 1st, 2008 on the initiative of the music producer Götz Wörner . The name of the association represents a request made by the former Frankfurt head of culture and later President of the Goethe Institute Hilmar Hoffmann in 1979.

“Culture is everything that a person creates, nobody should be excluded from it due to their social situation” and “Culture is not exclusive, culture is inclusive” are the two guiding principles of the association. He wants to realize the civil right to cultural participation, which is derived from the Human Rights Charter of the United Nations and the Basic Law of the Federal Republic of Germany (Article 1).

For this, the club is at the request of the cultural right out to citizens of Frankfurt, who can procure even their necessary living expenses not: including holders of a Frankfurt-Pass, recipients of unemployment benefits , help for livelihood , basic security , housing benefits and / or children's allowance , recipient of benefits to the Federal Training Assistance Act , asylum seekers and the homeless . You will receive the credit card-like culture pass for an initial year; it will be extended for a further year after a renewed examination of the awarding requirements. The personalized culture pass was chosen to physically document the right to and interest in cultural participation. The one-euro principle applies: both the cultural pass and the cultural institutions visited are paid with this obolus. In this way, cultural participation should not be a charity and the dignity of both sides - user and provider - should be preserved. Kultur für ALLE eV expressly distances itself from the calculation bases used by the state to calculate the subsistence level.

Holders of the culture pass get access to all kinds of cultural events at an entry price of one euro (children half). In 2009, the association already had almost 200 cooperation partners: including Udo Lindenberg , the Städelmuseum , the Romanfabrik cultural center , the Frankfurt Literature House , the Hessian Broadcasting Corporation , the Young German Philharmonic , the Free Deutsche Hochstift with the Goethe Museum , and the Frankfurt am Main municipal theaters with drama and opera and almost all Frankfurt museums.

Since 2010, the association has been expanding its range of services beyond Frankfurt am Main. He now has cooperation partners in Bad Homburg ( Sinclair House ), Offenbach am Main (House of History), Wiesbaden (Freudenberg Castle) and Kassel ( Kassel Musiktage ). To date, over 9,000 cultural passes have been issued.

Awards

Federal Chancellor Angela Merkel awarded Kultur für ALLE e. V. on April 27, 2010 in Berlin as one of seven national winners of the “ startsocial ” initiative (2009). As part of the “Land of Ideas” campaign under the patronage of the then Federal President Horst Köhler, the association was named “Place of Ideas 2010”. The German UNESCO Commission eV honored the association in 2011 as part of the “Initiative, Ideas, Future” campaign.

In 2011, the Robert Bosch Foundation honored Götz Wörner on the occasion of Robert Bosch's 150th birthday as part of the “Those responsible” campaign for his idea and implementation of the Kulturpass as an “extraordinary personality”.

As part of the “Active Together - Citizen Engagement in Hesse” campaign, the Hessian State Minister for Federal Affairs Michael Boddenberg named the association “Initiative of the Month April 2013”.

Stuttgart

In December 2009, the non-profit association "KULTUR FÜR ALLE Stuttgart eV" was founded in Stuttgart. The first chairman is Harald Wohlmann. The association works with the city's social welfare office and provides all citizens who are holders of the social card (bonus card + culture) of the state capital Stuttgart (up to 65,000 people) with cultural offers from now over 90 Stuttgart cultural organizers. These provide fixed contingents of free tickets for all price categories, which, like normal tickets, can be ordered by interested parties themselves, reserved if necessary, and picked up.

Nürtingen

At the beginning of 2010 the voluntary initiative “Culture for All” started in Nürtingen, which resulted from a citizen mentor course. There is no culture pass, but the Nürtingen initiative links ticket providers directly with people in need, who receive these tickets free of charge for cultural events. The ticket reservations are offered in the Nürtinger food shop.

Osnabrück

On February 1, 2012, after a lecture by Götz Wörner in the Osnabrück Theater, the Association Culture for All Osnabrück eV ( KAOS eV for short ) was founded, whose principles are based on the Frankfurt model. The initiator and chairman of the association is the musician and communication designer Max Ciolek . The Osnabrück Association is recognized as charitable. He took up the idea of the Frankfurt culture pass for the city and district of Osnabrück and expanded it: Since February 1, 2013 he has been issuing the KUKUK ( art and culture support card ). For the symbolic one-time price of one euro (children 50 cents), all recipients of unemployment benefit II ("Hartz IV"), basic security in old age and housing allowance as well as asylum seekers can purchase the KUKUK in the association's office and thus all at the respective entry price of one euro (children 50 cents) Attend cultural events in the Osnabrück region, the sponsors of which have agreed to work with the association. These are far more than 100 operators, including the Theater Osnabrück , the socio-cultural center warehouse Osnabrück , the Department of Music of the University of Osnabrück , the University of Music , the European Media Art Festival and several music and film festivals. In addition, you can take part in choirs, dance courses, art workshops and other cultural groups with the KUKUK. Under the name of culture ACTIVE! This is where the unifying aspect of culture comes into play.

In addition, culture guides accompany people with linguistic, health or other barriers to the events in order to give them orientation and security. So z. For example, newcomers, people with disabilities or senior citizens can also participate in Osnabrück's cultural life!

The range of offers that KUKUK offers its owners is intended to avoid the charitable nature of cultural participation granted on a case-by-case basis. KAOS eV does not want to limit itself to offering and arranging the remaining tickets for low-income citizens. Since February 1, 2013, more than 3800 people have acquired KUKUK. According to the social welfare office of the city and the district of Osnabrück, 43,500 people are currently entitled to receive. The voluntarily run association received the socioK sponsorship award from the Lower Saxony Foundation in the summer of 2012 and the second prize in the culture section from the OsnaBRÜCKE eV in November 2012. In 2017, KAOS eV was awarded the culture prize of the Osnabrücker Land Landscape Association. At the 2017 German Citizens' Prize , the association was among the top 10 in the “Everyday Heroes” category with 1,400 submissions.

Rosenheim

Culture for everyone in Rosenheim has been offered under the sponsorship of the Kulturforum Rosenheim since 2013 on the initiative of the journalist Reinhart Knirsch. Vouchers for cultural events are mainly given out by the ten food banks in the Rosenheim district. Around 20 cultural organizers are participating in the project. Instead of arranging remaining tickets, the project distributes authorizations for events of your choice. The cultural organizers will be at least partially reimbursed the entrance fees. The project is made possible by funding from the Sparkassenstiftung Zukunft for the city and for the district of Rosenheim.
