The Landesgartenschau Apolda 2017 was the fourth State Horticultural Show (LGS) of the federal state of Thuringia and took place from April 29th to September 24th 2017 in the city of Apolda . It took place together with three other state horticultural shows in Germany in 2017 and had the motto Apolda blossom time . The event site consisted mainly of two core zones, which extended from the Herressener Promenade over the entire city center and the station suburb. Thus, the exhibition area was primarily in the center of Apolda, similar to the previous Thuringian state garden shows.

On September 14, 2011, the city council of Apolda decided in its meeting on the "Action Plan 2011-2017". It is based on the feasibility study from 2008 and has been adapted to the current financial situation of the city of Apolda. In addition, the measures already taken, land purchases and building demolitions were taken into account.

The opening of the State Horticultural Show took place on April 29, 2017 by Prime Minister Bodo Ramelow .

The city ​​council of the city of Apolda decided on November 15, 2000 to apply for a Thuringian horticultural show in 2008 or later. With the announcement of the Thuringian state government on June 16, 2008 that the next state horticultural show would be held in 2013, the planning preparations began in early 2008. An overall concept was developed by a planning office, which was presented to the city council, local associations and politicians on August 20, 2008.

A month later, a residents' meeting on the topic of the State Horticultural Show took place in the town house of Apolda . There the concept was presented to the population and ideas and thoughts were exchanged. On the same day, September 18, 2008, the city council met again exclusively on this topic in order to concretise the concept and ideas. Six days later, the majority decision was made to submit the application documents to the Free State of Thuringia.

On December 10, 2008, the city of Apolda was visited by the award jury. A bus for the Apolda passenger transport company with advertising for the state horticultural show was designed especially for this purpose . Various measures and locations were presented and explained from prominent points in the cityscape, for example the Bismarck Tower . Flares were also detonated to show where these locations are and that the core zones are not far from each other.

Surcharge

On September 27, 2009, the southern Thuringian city of Schmalkalden was awarded the contract for the 2013 State Horticultural Show. In addition to Apolda and Schmalkalden, Jena , Zeulenroda-Triebes and Weißensee had also applied to host the event. At the same time, Apolda received the option for LGS 2017. The option was converted into a firm commitment on November 23, 2010 by the Thuringian state government.

The planned event site extends over two core zones, which are connected by the so-called "city axis" (market square, pedestrian zone and the rest of the city center). The distance is approximately 900 meters.

Core zone I - Bahnhofsvorstadt

The first core zone covers an approximate size of 4.5 hectares. On this site, open-air shows, exhibitions / lectures and events in the field of sports and games are to take place. Themed gardens are planned in the areas of gardening and landscaping, grave and monument design, villa gardens, roof and facade greening, and much more. This is also the focus of the cultural bloom (see logo and main theme ).

With the help of the state horticultural show, this area is to be converted into a small city park and in future it will form the green backbone of the station suburb. It will be open to the public, contain a playground and can also be used for smaller events in the summer months. On the edge of this park, building land is made available for the construction of new houses.

The planned urban development measures include a .:

  • Redesign of the station area / creation of a P + R parking lot
  • Road space design along the entire Bahnhofstrasse
  • Environment design at the Kunsthaus Apolda
  • Refurbishment of the old city library
  • Renovation of the bell and city museum
  • Renovation of the former day care center "Rainbow House"
  • Renovation of the station building :
    • Due to the International Building Exhibition (IBA) in Thuringia until 2023, the use of the building as an IBA office is being discussed. This could lead to sustainable use of the house.

Core zone II - Herressener Promenade

The Herressener Promenade with an area of ​​14 hectares forms the second core zone. This should be preserved and upgraded according to the historical model. Here you can also find the natural blossom and the play blossom (see logo and main theme ). For example, a gardeners' market and special shows are to take place on this site. An open-air stage and a marquee form the basis for the implementation of various events. In addition, thematic areas on environmental protection, ecology, rainwater use, wild and useful plants, etc. a. set up. Furthermore, there is the possibility of walks, bike hikes and excursions into nature.

The city axis forms the link between the two core zones. It extends over the entire city center with the market square , Brauhof, Kantplatz, Melanchthonplatz with Luther Church , castle and the rest of the pedestrian zone. In this area, which is to be opened up by the visitors with various connecting routes, is also the focus of the city bloom (see logo and main theme ).

    • at the Bernhardstraße / Robert-Koch-Straße traffic junction
    • at the Bachstraße / Heidenberg traffic junction (expansion of the temporary roundabout)
  • Renovation or new construction of monuments:
    • "Monument to the Victims of Fascism"
    • "Friedensdenkmal" in the Schötener Grund

The focus here is primarily on Bahnhofstrasse. The southern part, which was converted into a pedestrian zone in the 1980s, will be reopened to traffic, will have parking spaces, a bus stop and the like. v. m. Overall, Bahnhofstrasse is to become a “promenade with the character of an avenue”, as it has often been in previous years. In this context, the townhouse forecourt is also being redesigned. The traffic area is reduced in order to give pedestrians more space. In addition, the bus stops from August-Bebel-Straße will be placed directly in front of the town hall to enable better orientation for visitors. The flow of traffic from Bahnhofstrasse is directed via Teichgasse and Darrstrasse to Darrplatz; only the bus traffic is allowed to leave over the Brückenborn.

Logo and main theme

The logo design consists on the one hand of the lettering "Bloom time Apolda - State Garden Show 2017" and on the other hand of the pictorial representation of a daisy family . In the middle of this daisy family, three petals form the "A" for Apolda, which also functions as the city logo. It also symbolizes the "Big A", a central area in the old town , which when viewed from the air looks similar to the letter A and thus stands for the city axis in the old town of Apolda.

The lettering refers to the heyday of the city of Apolda, which is also symbolized by the colorful bloom in the logo. In the two core zones of the event site, the visitor experiences four different "blossoms":

  • Culture bloom (cultural institutions and events)
  • City bloom (redesigned and upgraded inner city)
  • Game bloom (sporting events; water games)
  • Nature bloom (experience nature, especially in the Herressener Promenade )

Due to the expected number of visitors, a concept also had to be developed to provide sufficient parking spaces. To this end, the parking lot on Adolf-Aber-Straße will be expanded and expanded. This takes place in the course of the accompanying measure “Sports Complex Adolf-Aber-Straße”; According to the LGS, it should be available for the city pool, the then renovated Hans Geupel Stadium and the three-field hall that was then built. During the LGS it is supposed to start traffic from the direction of Jena. The entrance to core zone II can be reached directly over a small bridge. On the other hand, the castle car park on Jenaer Straße can also be used. The redesign as part of the accompanying measures will also create permanent additional parking facilities in the city center, which can also be used by LGS visitors.

Traffic from the direction of Erfurt and Naumburg will be directed from the B 87 via Buttstädter Straße to the park-and-ride area at the train station , which is being planned. This will also be considerably expanded for the LGS. From this point you can reach core zone I within a few minutes. Visitors from the direction of Bad Sulza and Camburg should also use this parking lot.

Coaches can drop their passengers off at the bus or train station and should park in the “B 87” Apolda business park in order to occupy as little space as possible in the city center. Rail travelers can also reach core zone I within a short time, as this is located on Bahnhofstrasse and therefore only 250 meters away from the train station. Cyclists can use the ring promenade and the Ilmtal cycle path to reach the LGS from all directions, as these enclose large parts of the city, connect the regional cycle paths and are better connected and signposted to the LGS.

Since 2008, some measures from the feasibility study at the time have already been carried out, even without the award of the state horticultural show, in order to advance urban development independently of the award and to be able to implement the remaining projects if the LGS is organized. In the process, 7.7 million euros have already been invested through subsidies and municipal shares. These projects include the redesign of the market square, the pot market, the renovation of the Lessing School, the conversion of the former Geschwister-Scholl-School into a multi-generation house and the replacement of the “Rainbow House” daycare center. Another 0.9 million euros was invested in the two future core zones, for example to buy land and demolish buildings.

In addition to the State Garden Show will be held from 7.- to 9 June 2017 and the Thüringentag in Apolda instead.

In addition to special events, the churches are also represented at the State Garden Show. Under the motto "very close", the Ev. - Luth. Church district Apolda-Buttstädt an extensive program on the 149 event days. On the banks of the Friedensteich, the church invites you to daily devotions, cultural events and hands-on activities in "God's garden house". In addition to the church district, other actors such as the Evangelical Church in Central Germany, the Catholic parish of Apolda, parishes of different denominations, neighboring church districts as well as diaconal and charitable institutions contribute to the design of the program.

Financing and costs

As of August 2011, the total budget of LGS Apolda 2017 provides for a volume of approx. 59.7 million euros. A distinction is made between the investments that flow into the core zones on the one hand and the accompanying measures on the other, and the costs of carrying out the LGS.

The costs for the two core zones are divided almost equally between the city of Apolda with 5.1 million euros and the Free State of Thuringia with 5 million euros. This is used to finance the measures mentioned in the core zones. (see core zone I and core zone II )

However, the main part of the investments is made in the "accompanying measures", which are actually to be regarded as the main measures. Due to the federal , state and EU funding programs running until 2013 , the most important projects are to be implemented by the end of 2013 in order to be able to take advantage of the high funding rates averaging 81%. These include Bahnhofstrasse, Darrplatz i. V. m. Melanchthonplatz, the public transport connection point at the train station and a few other projects. After 2013, projects with a lower priority will be implemented where the funding rate is around 60%. In total, the urban share of the investments in the accompanying measures amounts to around EUR 7.69 million.

The implementation budget includes the costs for fencing in the core areas, staff, temporary toilet blocks, advertising, souvenirs and much more. The city's “lost subsidy” for the implementation budget depends on the number of guests visiting the LGS. It is assumed that there will be around 350,000 visitors, according to which this subsidy is around EUR 2.71 million. The remainder should be covered by the entrance fees and donations from sponsors.

In order to be able to finance the own share, funds are withdrawn from the city's reserve and loan obligations are entered into. As a result, the per capita debt will almost double from 535 euros (2010) to around 1000 euros. (see: budget of the city of Apolda )

Citizen participation

Project "Citizens' Council"

In order to offer the citizens of the city of Apolda the opportunity to actively participate in the large-scale LGS project, the “Citizens' Advisory Council to Support LGS 2017” was set up. Here residents have the opportunity to ask questions, contribute ideas, hold discussions and gain insights into the plans and projects. The citizens' council works independently of the city administration, the city council, the ministries involved and other institutions involved in the LGS.

Four working groups and an organizational group were formed, which deal with the different subject areas of the State Garden Show:

  • 2. Working group: Social and cultural infrastructure
  • 3rd working group: economy
  • 4. Working group: implementation of LGS
  • Organization group

The spokesman's council, consisting of the “chairmen” of the working groups and organizational groups and their representatives, is supposed to represent the interests of the citizens' council externally and to coordinate the work of the advisory council.

Citizen walks

In order to bring the citizens of the city of Apolda, but also guests and visitors closer to the major project of the State Garden Show, the “State Garden Show 2017 Working Group” is offering so-called “Citizens' Walks”. During a tour of the city, experts from the working group (including the responsible architects and town planners, the treasurer and the city's chief construction officer) explain the measures and events in the two core zones as well as the accompanying measures in the city center. In order to reach as many parts of the population as possible, the appointments were deliberately placed on different days of the week and times. Guided tours of the State Horticultural Show 2017 were already offered at the 2011 Weimarer Land regional fair . Due to the great demand (sometimes up to 100 citizens were counted on a walk), the offer remains and, as before, will be continued in loose succession.

Citizens' Meetings

The citizens 'assemblies serve, like the citizens' advisory council, as an instrument of public participation. However, these events are intended more for information and discussion, whereas active participation in the Citizens' Council is sought.

The prelude to these citizens' meetings was the event on February 22, 2011 with the title “We have you - Landesgartenschau Apolda 2017”. The provisionally adjusted feasibility study from 2008 as well as a cost estimate and a rough schedule were presented here. In another meeting, u. a. The State Secretary of the Thuringian Ministry for Building, Regional Development and Transport , Ms. Inge Klaan , was informed about the opportunities and risks, about the financing and sustainability of large-scale projects.

Open citizens' meeting

Since December 2012, the “Open Citizens Meeting” has been held in the Stadtcafé Apolda on the first Wednesday of each month. The main aim here is to collect ideas, suggestions and criticisms from people who are not interested in participating in the Citizens' Council, but would still like to make their contribution. In contrast to the citizens' assemblies, the focus here is less on the presentation of measures and projects, but rather on open discussion on the part of the citizens.
