The constitutional convention at Herrenchiemsee (1948) should, according to the will of the state minister-presidents, be filled exclusively with expert civil servants and, for the sake of being able to work, should remain small.
The eleven countries in the western zone each sent an authorized representative. Otto Suhr from Berlin had been invited as a guest. 14 employees and some experts were also involved. All in all, a large part of the political prominence of the time and a considerable potential of administrative expertise were represented. Some of the participants were later also members of the Parliamentary Council .
