Ludwig Lothar Erich Flocken (née Schulz ; born April 11, 1961 in Solingen ) is a German orthopedist and politician (formerly AfD ). From 2015 to 2020 he was a member of the Hamburg Parliament . In February 2016, he resigned from the AfD parliamentary group and has been non-attached ever since. In January 2018 he was excluded from the party by the AfD Federal Arbitration Court. He no longer belongs to the citizenship elected in 2020.

Life

Flocken grew up in Solingen as the son of business teachers Lothar and Maria Schulz. From 1980 to 1981 Flocken first studied mathematics in Bonn , but then studied human medicine from 1982 in Münster , Lübeck and Bergen (Norway). He was licensed as a doctor in 1988. Between 1988 and 1996, Flocken worked in Gloucester , Neath , Edinburgh and Dortmund, among others . Flocken has been a specialist in orthopedics since 1996 . Since 1998 he has been running a private practice in Bergedorf with a focus on acupuncture and chiropractic therapy . Flocken let his patients decide for themselves how much they want to pay for the treatment ( Pay What You Want ); In addition, he obliged his patients to make a donation to a non-profit organization if they missed an appointment. The Hamburg Medical Association initiated proceedings in which it was determined in 2009 that these terms and conditions are not compatible with the fee schedule for doctors .

Flocken has been married to a music teacher since 1989 and has five children.

politics

Flocken was elected to Hamburg's citizenship in the 2015 mayor election by 1,829 people on the AfD state list . There he is a member of the family, children and youth committee and the health committee.

In March 2015, Flocken signed the Erfurt resolution initiated by Björn Höcke and André Poggenburg , which called for a more conservative orientation of the party.

In October 2015, Flocken took part in a trip to Dnipropetrovsk , Ukraine . The trips organized by Manuel Ochsenreiter , a representative of the New Right , are known as election observation missions and contrast with the official election observation by the OSCE.

In February 2016, he resigned from the AfD parliamentary group and has been a non-attached MP since then. According to the parliamentary managing director of the AfD parliamentary group Alexander Wolf , he has preempted an exclusion process. According to media reports, unsettled small inquiries to the Senate , the content of which was rated by the other group members as xenophobic, and its participation in Pegida demonstrations led to the rift. For example, in a small inquiry about the sexual assaults on New Year's Eve 2015/16, he referred to refugees as “members of various ethnic groups who invaded Germany” and assessed the incidents as “an expression of Islamic contempt for the West and modern women” .

On April 27, 2016, the President of the City Council, Carola Veit , excluded him from the city council meeting because of a “gross violation of the order of the house”. At first he was called because of the statement “Let us show no respect for intolerance, threats and brutality, no respect for an absurd degree of contempt for women, for people who genitally mutilate their women, disguise them as garbage bags, rape and punish and murder those who have been raped . ” Admonished, and then “ Let us show no respect for people who allow themselves to be taught by scholars how to beat their wives and sexually abuse their babies. ” After a call to order , he said he hoped sincerely that this goddamn - as you say - religion is returning to the desert from which it came ” , which is why the President of the Citizenship then excluded him from the meeting on the recommendation of the Council of Elders . This was the first expulsion of a member of parliament in 23 years. On May 11, 2016, Flocken filed an objection to the exclusion by email. In the following session of the citizenship this was unanimously rejected.

On March 1, 2017, Flocken was again excluded from the meeting by the Mayor Veit. Flocken assumed "German hatred " by André Trepoll and described Merkel's facial expression as "disgust" when quickly giving up a German flag and recalled an incident from 2008 when three participants in the 30th Federal Green Youth Congress pretended to be at one Urinate Germany flag. In particular, the repeatedly inappropriate choice of words was reprimanded by the SPD parliamentary president Carola Veit .

Flocken sought to be up for the direct candidacy of the AfD in the Bundestag constituency Hamburg-Bergedorf - Harburg for the 2017 Bundestag election , but was defeated in March 2017 by Harburg District Member Peter Lorkowski .

On January 17, 2018, the decision of the Federal Arbitration Court for the immediate exclusion of Flockens from the AfD became known. With a judgment of January 22, 2019, the Berlin Regional Court dismissed an action against the judgment of the Federal Arbitration Court (GeschZ: 55 O 44/18). An appeal has been lodged with the Higher Regional Court against the judgment of the Berlin Regional Court , which has not yet been decided.
