Graf Rechberg's predecessor was the chairman of the Ministerial Conference Karl Ferdinand von Buol-Schauenstein , whose policy was considered to have failed. After his resignation Rechberg tried to find an amicable solution to the German question with Prussia and opposed the Greater German solution , which was advocated by Anton von Schmerling . Archduke Rainer Ferdinand of Austria ( Ministry of Archduke Rainer ) followed him as chairman of the Ministerial Conference . Bernhard von Rechberg remained Foreign Minister.
