Mychajlo "Michail" Markowytsch Dobkin (born January 26, 1970 in Charkow , Ukrainian SSR ) is a Ukrainian politician. He belonged to the Party of Regions .

Life

Dobkin was elected to the city parliament of Kharkiv , the second largest city in Ukraine, in 1998 . In 2002 he was elected to the Verkhovna Rada as an independent candidate . In 2002 he graduated from the Ministry of Interior High School with a law degree, and in 2005 he graduated from the Kharkiv University of Economics with a degree in economics.

Since 2005, Dobkin was the deputy chairman of the city organization of the Party of Regions in Kharkiv, and in 2006 he was elected mayor of the city. In March 2010, the then newly elected President Viktor Yanukovych appointed him head of administration (governor) of Kharkiv Oblast . Dobkin was seen as an always loyal follower of Yanukovych, during his time at the head of the administration in Kharkiv he was repeatedly accused of promoting corruption.

During the Euromaidan protests , Dobkin repeatedly criticized the Ukrainian security forces' actions against the sometimes violent demonstrators as being too soft. After Yanukovych was overthrown in February 2014, he spoke out in favor of a federal state structure in Ukraine and demanded autonomy rights for the south and east of Ukraine. On February 23, 2014, he announced his candidacy for the Ukrainian presidential election scheduled for May 2014 . As a reason for his candidacy, he cited laws that threaten all those who “ do not want to join fascism and nationalism ” and calls for the arbitrary persecution of people who hold views that differed from the opinions of the new authorities. Dobkin sees the rights of Russian-speaking Ukrainians as threatened by the new government.

Dobkin was removed from office on March 2, 2014 and arrested in Kiev on March 10, 2014. The Ukrainian Public Prosecutor's Office, which has been in power since the overthrow of Oleh Machnitskyj ( Svoboda ), accuses Dobkin of secessionism . His name is also on the list that the Ukrainian interim government wants to hand over to the International Criminal Court in The Hague . On March 11, Dobkin was sentenced to house arrest in his Kiev apartment. Dobkin's complaint was dismissed by the Kiev Court of Appeal on March 20 . Dobkin spoke of a political trial that would prove his innocence. Since an assurance from the entrepreneur Rinat Akhmetov that Dobkin will appear in court, he has been allowed to leave his apartment during the day. On March 28, he was named a candidate for the presidency of the Party of Regions .

In an interview with Echo Moskwy on April 6, 2014, Dobkin stated that he no longer supports the idea of ​​federalization in Ukraine because there is no political culture for it in Ukraine. On April 14, 2014, Dobkin was assaulted and sprayed with paint in Kiev.

Dobkin achieved an election result of 3.03% in the presidential election on May 25, 2014 .

On July 13, 2017, Dobkin lost his parliamentary immunity.

Election video scandal

Dobkin achieved great fame in the Ukraine as well as in Russia in 2007, when an unauthorized recording of a test recording for an election campaign spot was posted on the Internet portal YouTube . Dobkin received instructions from his then assistant Gennadij Kernes - who later became mayor of Kharkiv - and Kernes and Dobkin often used vulgar language .
