Local transport in Passau
Local public transport in the Lower Bavarian city of Passau is for the most part provided by buses operated by the Passau transport company . In addition, the buses of the Regionalbus Ostbayern (RBO) and the trains of the Südostbayernbahn from Passau to Mühldorf , which serve a stop in Passau-Neustift in addition to the main station , play a smaller role in inner-city traffic. The RBO and the Südostbayernbahn are partners in the Verkehrsgemeinschaft Landkreis Passau (VLP). Furthermore, a line of the Austrian Postbus leads to Passau Central Station. The Postbus is a member of the Upper Austrian Transport Association (OÖVV). There is (still) no collective agreement between the Verkehrsbetriebsgesellschaft Passau (VBP), the VLP and the OÖVV, but at the local political level there is always a demand for a transport association for Passau.
Bus transport
City bus transport
City bus transport is provided by VBP, a subsidiary of Stadtwerke Passau, and its subcontractors on currently eleven main lines, four minibus lines, the city bus and a special seasonal line that is only partially integrated into the city bus tariff (Oberhausbus). The hub of the city bus network, where all bus lines stop, is the central bus station (ZOB) in the new center. You can change to the regional buses both there and at the main train station. 39 of the company's own, mostly low-floor, regular-service buses of the Mercedes and Solaris brands as well as up to 25 buses of various makes by the subcontractors are used. In 2016, VBP expects the delivery of three articulated buses of the Solaris Urbino 18 type . This will make it possible to decommission the majority of the high-floor and non-barrier-free articulated buses of the type 0405G.

Night express
The night express is a network of night bus routes that was launched in the 2000s . Initially limited to the Passau city area, it was soon expanded to the surrounding area in cooperation with the VLP. Today it consists of seven lines that run in a star shape from the Passau ZOB to the city districts and the surrounding area on weekend nights and on public holidays at 0.30 a.m.

City bus routes outside Passau
Lines 6 and K1, which are the only ones to leave the Passau city limits, are a specialty in Passau's local traffic. Some courses on line 6 have been extended to Tiefenbach-Gaishofen . The K1 line is special in two respects. Its terminus "Mayrhof" is in the Austrian municipality of Schardenberg , so it also leaves the national territory. Line K1 is coordinated with OÖVV line 817 to Schärding, so that K1 has a connection there to Schärding.
Until 2004, the bus lines 180 from Passau to Salzweg, 190 from Passau to Tiefenbach and 200 from Passau to Neuburg am Inn operated jointly by VLP and SWP (prior to the spin-off of VBP, city transport was carried out by Stadtwerke Passau). This cooperation was terminated, however, since then the traffic has been carried out exclusively by the VLP.
Regional bus transport
Regional bus routes run to Passau in a star shape from the entire surrounding area. The hub of the regional buses in Passau is the ZOB at the main train station, which - as in other cities - is mainly due to the fact that many bus lines replace disused railway lines. Most of the regional bus routes approaching Passau are partners in the VLP, only the Austrian Postbus bus routes coming from Austria are not included in this community tariff. The latter are partners in the OÖVV. Thus there are two different transport associations in Passau.
The regional buses mostly play a subordinate role in city traffic, also because there is no collective bargaining agreement with the VBP. The line is an exception6125from Passau to Fürstenzell . It connects the Haarschedl district, which is otherwise not connected by city buses, to the city center. Nevertheless, the regional buses are of certain importance, as they also connect the Passau outskirts to the surrounding area.

Rail transport
Passau has two railway stations for rail traffic, namely the main train station, where long-distance trains also stop, and the Heining stop on the Rottalbahn . However, the railroad plays a negligible role in urban transport. For the city and especially for the connection between the city and the region, however, the railway is of great importance. In addition to the regional trains listed, Passau is also served by long-distance trains ( ICEs , ICs , ENs ). As the only access point to long-distance trains in the region, Passau Central Station is the most important train station in southeast Bavaria.
Rates
Three different tariffs are used within Passau:
The VBP house tariff applies on the city bus routes . An exception to this is the Oberhausbus, where the regular single and eight-person tickets are accepted, but no season tickets, and the otherwise usual transfer regulations do not apply. In addition to the regular tickets according to the house tariff, the semester ticket of the University of Passau is valid in the city bus network , which enables students to use all bus lines (with the exception of the Oberhaus bus) for a fee of € 16 (as of winter semester 2015/16) for 6 months.
On most intercity bus routes and on the trains of the RB Passau - Mühldorf between Passau and Pocking and desRE Passau - Munich between Passau and Vilshofen the tariffs of the Verkehrsgemeinschaft Landkreis Passau apply . The VBP city buses are not integrated into the VLP , but there is a special transfer rate for VLP passengers who have started their journey in the district of Passau , the district of Freyung-Grafenau or in Passau-Haarschedl . This gives those changing over to the city bus at a reduced price of € 0.50 (price for a regular single trip at VBP : € 1.80).
The Austrian Postbus routes are integrated into the Upper Austrian Transport Association (OÖVV). The trains from Passau to Linz are also integrated into the OÖVV . In the honeycomb-based price system of the OÖVV , the city of Passau is managed as a separate honeycomb.
Trivia
The juxtaposition of three tariff systems results in the curious situation that the same route, depending on which bus line you are traveling on, can be billed according to three different tariffs and sometimes different prices can result. Shown here as an example for the route Passau Hauptbahnhof ↔ Passau ZOB:

However, this curiosity has hardly any practical relevance. On the one hand, the route shown is covered on foot within a short period of time; on the other hand, it cannot be assumed that the Postbus or the RBO or another line of the VLP is in competition with the well-developed city bus network of the VBP or such competition from the denser one The frequency of the city buses, the greater density of stops of the city buses and the possibility of transferring to other city traffic lines are almost impossible.
Modal split
The modal split share of public transport in the total volume of traffic within Passau was 13% in 2010, compared to 41% car users, 21% pedestrians, 11% cyclists, 9% car passengers, 3% motorcyclists and 2% who are otherwise and move around.
