The Verkehrsgemeinschaft Landkreis Passau (VLP) is a tariff association founded on September 1, 1998 in the Lower Bavarian district of Passau . It is one of five collective bargaining associations in Lower Bavaria. In the west it borders on the Verkehrsgemeinschaft Landkreis Deggendorf (VLD), in the south on the Verkehrsgemeinschaft Rottal-Inn (VGRI) and in the east on the Upper Austrian Transport Association (OöVV).

After the collective bargaining association was first founded in the southern district, it expanded to the northern district at the beginning of 2000.

On January 1, 2003, rail traffic within the network was also included. This included the two railway lines Passau – Vilshofen and Passau – Karpfham . On April 1, 2007, the tariff based on tariff kilometers was converted to the honeycomb-based tariff that is still valid today.

The pilot project Public Transport Offensive 2010 started on September 1, 2009 . This includes seven main lines aimed at Passau, which are served every hour . In addition, the line structure, some of which dates back to the 1960s, was revised, bus connections coordinated and new tariff offers developed. The corridors are Passau – Vilshofen – Osterhofen, Passau – Ruderting – Tittling, Passau – Hutturm, Passau – Hauzenberg – Breitenberg, Passau – Obernzell – Wegscheid, Passau – Pocking – Karpfham, Passau – Fürstenzell – Bad Griesbach. The two railway lines in the network area are included here. At the beginning of the public transport offensive in 2010, various lines were coordinated so that regular traffic was set up outside of school traffic. An expansion of this system is planned. In 2009 a total of 7.3 million passengers used public transport in the VLP. An increase of 35% compared to 2000. In the following year, 4.5 million bus kilometers carried 7.7 million passengers. With a passenger increase of 5.5%, the deficit was reduced to 70,000 euros.

Transport offer

In 2012 over 8 million passengers were carried. An average of 30,000 passengers use the service every working day, 12,000 of them to and from Passau. 150 buses were used on the 69 bus routes of the transport association, covering a total of 4.7 million bus kilometers. School traffic is subsidized with a total of 5.6 million euros, including 2 million euros from the Passau district. The remaining local transport with 1.6 million euros, of which 0.6 million euros from the district of Passau.

Tariff

The tariff area of ​​the VLP includes the entire district of Passau, as well as bus and train lines from the district that start and end in the city of Passau. In addition, the VLP tariff also applies in the four municipalities of the Deggendorf district, Osterhofen, Angerpoint, Künzing and Niederalttaich. For inbound and outbound journeys, the house tariffs of DB Ostbayernbus or DB AG generally apply in full.

A honeycomb-based tariff is offered with single, daily, weekly and monthly tickets as well as a network card. The BahnCards of level 25 and 50 of the DB AG are recognized with a discount of 25%. The BahnCard 100 is valid as a ticket. The Bayernticket and its single and night variants are also valid on all VLP lines.

A so-called eco-network ticket was introduced as part of the 2010 public transport offensive . On school days, the entire network of the VLP can be used from 2 p.m. on school days and all day long. With season tickets, this ticket is part of the season ticket. A total of 10,000 of these season tickets are currently (September 2009) in circulation. In addition, 600 new customers from the district and 20 customers from the Passau urban area purchased the Öko-Netz-Ticket for an annual price of 30 euros.

Travel on the Passau – Freyung railway line is not included in the VLP tariff . These are carried out by Ilztalbahn GmbH , which operates according to its own in-house tariff. In addition, the VLP tariff does not apply in the agilis railway company's bike trains , as agilis is not involved in the VLP.

City traffic Passau

Bus trips that start and end within the city of Passau are not calculated according to the VLP tariff, but according to the city bus tariff. This applies to the city bus routes operated by the Verkehrsbetriebsgesellschaft Passau (VBP) and the regional bus routes within the city of Passau. A single trip within the city of Passau according to the VBP tariff costs 2.00 euros for adults and 1.30 euros for children up to the age of 15. A trip on the VLP within a so-called “honeycomb”, on the other hand, costs 1.30 euros (adults, standard rate). However, the VLP offers a transfer ticket for a surcharge of EUR 0.50. On presentation of this ticket, the passenger in the city bus receives a single ticket for the VBP lines.
