    Oberbillwerder is a 124-hectare urban development area in the east of Hamburg that belongs to the Bergedorf district. Oberbillwerder is to be separated from the current district of Billwerder and would then be the 105th district of Hamburg . The construction of up to 7,000 apartments for 15,000 people as well as office and commercial space for up to 5,000 jobs is planned.

    The planning area for Oberbillwerder comprises the eastern part of what is now the Hamburg-Billwerder district . Most of the land currently used for agriculture is owned by the Free and Hanseatic City of Hamburg. Oberbillwerder is part of the Bergedorfer Marschlande . South of Oberbillwerder are the Neuallermöhe-West and Neuallermöhe-Ost settlements built in the 1980s and 1990s . In the east, the planning area borders on Bergedorf- West. North of Oberbillwerder are the street village Billwerder on Billwerder Billdeich, the Bille and the nature reserve Boberger Dünen .

    The area of ​​the planning area has been owned by the city of Hamburg since 1910, which leases it to farmers. In the 1990s, a development was under discussion, after the newly developed Neuallermöhe-West (or "Neuallermöhe II") also known as "Neuallermöhe III".

    In 2011, the CDU opposition applied to the Bergedorf district assembly to change the land use plan and to designate the Oberbillwerder area as a purely agricultural area. The CDU application, supported by the left and the Greens, was rejected by the SPD majority with the votes of the FDP and pirates, the area was still reserved for residential, commercial and mixed construction areas.

    In 2016, the Hamburg Senate commissioned the municipal project development company IBA Hamburg GmbH to draw up a master plan for the Oberbillwerder area. This phase also included drawing up a cost and financing plan as well as public participation . From autumn 2016, public events, discussions with associations and initiatives and workshops with experts and stakeholders took place over a year and a half. The master plan was developed in coordination with the authority for urban development and housing (BSW) and the Bergedorf district office until 2018.

    In May 2018, an expert jury selected the winning design "The Connected City" by the international planning team ADEPT ApS from Copenhagen with Karres en Brands from Hilversum and Transsolar from Stuttgart . After revising the urban design, the Hamburg Senate decided on the resulting master plan on February 26, 2019. On April 25, 2019, the Bergedorf district assembly passed the resolution to initiate the development plan procedure for Oberbillwerder.

    In December 2019, the Oberbillwerder master plan was awarded the “Future Project of the Year” prize at the World Architecture Festival in Amsterdam .

    District development

    From the mid-2020s, up to 7,000 residential units for 15,000 residents are planned in the Oberbillwerder planning area. The buildings are to come in different typologies. In addition, there is the space requirement for up to 5,000 workplaces. The first development work is to begin from 2022, and the first houses are to be built from the mid-2020s. The entire planning and implementation process is estimated at 10 to 15 years.

    A lively district is to be created in Oberbillwerder, not a “ dormitory city ”. Five different quarters with apartments for students, families, barrier-free apartments, condominiums, rental apartments and offers for building communities are planned. The “Hamburg third mix” is adhered to, i.e. one third each of subsidized rental apartments, privately financed rental apartments and property. The share for building cooperatives should be up to 20 percent. The goal of the Hamburg Senate is to create a wide range of affordable housing. The "serial building", the privately financed 8-euro residential construction as well as the allocation of land under leasehold should be made possible. The mobility concept with little motorized individual transport and energy-efficient forms of living and working are intended to help achieve the goals of the Hamburg climate plan.

    According to the master plan, a green belt (“green loop”) should connect the five different quarters. These each have their own character and are organized around several small-scale squares. Under the catchphrase “Active City”, offers for education, culture, leisure, sport and relaxation are to be created. A total of 28 hectares of open space are planned in Oberbillwerder.

    Oberbillwerder is part of the Hamburg School Development Plan 2019 together with the districts of Bergedorf, Lohbrügge and Neu-Allermöhe in Region 20a. Around 200 students per year are expected in Oberbillwerder, which corresponds to up to nine trains depending on the type of school. For Oberbillwerder, the school development plan provides for the construction of two new primary schools, a district school and a grammar school. All of these schools are to be expanded in four to five classes. According to the master plan, the grammar school and the district school are to be housed on a common campus . In addition, 14 daycare centers are planned.

    The Faculty of Life Sciences at the HAW Hamburg is to be relocated to Oberbillwerder.

    Connectivity and mobility

    Oberbillwerder is to be connected to local public transport via the Allermöhe S-Bahn station . The stop would be directly at the southern entrance to the quarter. According to the Oberbillwerder master plan, additional S-Bahn capacities are to be created for more passengers. It is planned to connect Oberbillwerder to the urban network of bike routes . The high-speed cycle routes will then connect Oberbillwerder with both downtown Hamburg and the Bergedorf district.

    Three connection points to the higher-level road network are planned for motor vehicle traffic: One of the new connections is planned in a westerly direction to the Mittleren Landweg and from there to the Hamburg-Allermöhe junction of the A25 motorway . The south-eastern connection also leads to the A25, which is also intended to serve as the connection towards Bergedorf-Zentrum. The third connection to the northeast is to be used to connect to the B5 federal highway .

    The Oberbillwerder planning should minimize the loss of street space to parked vehicles. Instead of street parking , there will be eleven parking garages ( Denglish : "Mobility Hubs"). All of these parking garages are to be located directly on the Ringstrasse (Denglish: "Mobility Loop"), which is to develop the district. The ground floors of the parking garages should be used publicly or collectively, for example as an infrastructure for mobility and service offers. Private cars are to be parked on the upper floors. At the same time, it is possible to switch to bicycles and cargo bikes in the parking garages for the way to the front door. The flat roofs of the multi-storey car parks are to be planted with greenery, thus serving residents, animals and plants as well as helping to retain rain, produce energy and improve the urban climate.

    Natural space and drainage

    In Oberbillwerder there should be a controlled collection, storage and drainage of rainwater. The new district should be equipped for water retention , even after exceptional heavy rain . In addition to the Green Loop as a retention area, sports and natural areas should be able to absorb larger amounts of water in heavy rain by "flooding" them. In addition, a near-natural retention area is planned in the north-west of the area. The drainage concept including the planned elevation development of the site is designed in such a way that it should lead to an improvement over the current situation for the adjacent arable land as well.

    criticism

    In May 2019, the group “No to Oberbillwerder” organized a tractor demonstration to the Hamburg town hall under the leadership of the “Dorfgemeinschaft Billwärder an der Bille” association founded in 1988 . The protest against the construction of Oberbillwerder was justified with the displacement of riding clubs and farmers as well as the threat to rare animal and plant species. In addition, Hamburg's drainage system is at risk.

    In January 2020, members of the “Dorfgemeinschaft Billwärder an der Bille” association submitted 2,020 signatures to the Bergedorf district office to initiate a referendum called “Vier- und Marschlande preserve” against the Oberbillwerder project. The reason given was the protection of nature in the Vier- und Marschlanden. However, the building decision comes from the Hamburg Senate and cannot be changed by the Bergedorf district. The Hamburg state associations of the CDU and FDP are against the plans, while the SPD and the Greens support the project. In the citizenship elections in February 2020 , the SPD and the Greens achieved a two-thirds majority.

    The referendum came about successfully on May 28, 2020 with the required number of signatures. At the meeting on June 18, 2020, the Bergedorf district assembly accepted the referendum with the votes of the opposition (CDU, Left and AfD). The coalition of the Greens, FDP and SPD that governed the district abstained. The decision has practically no effect, because the decision continues to be made by the Senate.
