A local office in Bremen is a local administrative authority that performs tasks for the city ​​or district independently.

The city of Bremen's local offices have the task of supporting the advisory councils working for them in the fulfillment of their tasks and of representing their decisions with the authorities and other competent bodies. You are obliged to promote mutual contact between residents, advisory councils and authorities. They must take action in all matters that are of public interest and affect their local area of ​​responsibility and also follow up on requests, tips and complaints from the population.

Public tasks that can be carried out locally can be assigned to the local offices as a branch office by legal and administrative regulation by the specialist authorities of the Senate. Ultimately, the supervisory authority, in agreement with the relevant senator, determines the scope of the tasks and which local offices as branch offices are assigned the tasks.

The local office managers are elected by the respective advisory boards and appointed by the Senate . The management of local offices with responsibility for at least one district is a full-time activity; the management of the local offices in the four district-free districts is voluntary.

The forerunners of the Bremen local offices from 1941 onwards were the four "branch offices" in accordance with the branch office ordinance of April 26, 1941 in the towns of Vegesack, Blumenthal, Burglesum and Hemelingen, which had been in the city of Bremen since 1939, and previously Prussian. In addition, there was the Bremen district with only 11 independent municipalities. This was dissolved according to the "law" on the unification of the Bremen region with the city of Bremen, which Mayor Kaisen had decided on September 19, 1945 with the consent of the military government, the citizenship had not yet been formed at that time. The 11 previously independent communities became districts of Bremen.

On December 14, 1946, 15 local offices were formed, 4 larger ones corresponding to the branch offices of 1941 and 11 in the new districts of the former rural communities (Borgfeld, Blockland, Seehausen, Strom, Osterholz, Oberneuland, Huchting, habenhausen, Arsten, Lehesterdeich and Lankenau). In the first few years there were still some changes:

  • The district and the local office of Lankenau were dissolved as early as 1951, the area was initially added to the neighboring districts of Seehausen, Strom and Woltmershausen. The village continued to exist for about ten years until it was demolished for the construction of the Neustädter Hafen, which opened in 1964 .
  • With the same ordinance in 1951, a new Horn-Lehe district was founded. Lehesterdeich lost its Upper Blockland to the Blockland and came to Horn-Lehe with Horn and Lehe. The Lehesterdeich local office initially continued to exist until 1954, when new rooms in Horn were completed for the Horn-Lehe local office.
  • The Vahr district, newly founded in 1959, did not have a local office, Horn-Lehe and Hemelingen lost areas to the Vahr.
  • With the formation of the Obervieland district in 1962, the local offices Arsten and habenhausen were merged to form the Obervieland local office.

This reduced the initial number from 15 local offices by 1951 to 13 in 1962. The 13 local offices from 1962 all still exist today. Huchting became a district in 1946 or shortly thereafter, Osterholz and Oberneuland only after 1962, so today there are only four district-free districts left.

Until 1967 local office managers were often also members of the citizenry. Since 1967 this is no longer possible due to a regulation on the incompatibility of office and citizenship mandate.

The inner city areas (i.e. the city of Bremen within the limits from before 1939) were initially free of local authorities. In 1971 four offices were established here:

  • Office for Advisory Board Matters Northeast (Schwachhausen / Vahr)
  • Office for Advisory Board Matters West (Findorff / Walle / Gröpelingen)
  • Office for Advisory Board Matters South (Neustadt / Woltmershausen) and
  • Office for Advisory Board Matters Central (Central / Eastern Suburb)

In 1979 these four offices were renamed “Ortsämter”, instead of the cardinal points, the names of the districts were now given. In 1989 the “Findorff / Walle / Gröpelingen local office” was renamed “West local office”.

The Bremen Senate Chancellery has been responsible for overseeing the local offices since 2010 ; before that it was with the Senator for Internal Affairs .

The local office managers were proposed by the respective advisory councils from 1971 and have been elected since 2012. The activity is only voluntary in the four districts that are not part of the city, until 2018 it was also in the Oberneuland district.

Local office managers were elected around 1979 for a period of twelve years and were civil servants until at least 1989; today there are ten years left and they are temporary civil servants. The honorary local office managers in Blockland, Borgfeld, Seehausen and Strom were elected for six years around 1970, today for four years.
