Otto Fischer completed an apprenticeship as a lithographer in Dresden. From 1886 he studied at the Dresden Art Academy with Erwin Oehme, from 1890 with Friedrich Preller and from 1895 with Hermann Prell . From 1895 onwards, Fischer worked as an employee of the "Zeitschrift für bildende Kunst" and the magazines "Pan" and "Die graphischen Künste". At the turn of the century he also designed posters , jewelry and women's clothing and was active in the field of glass painting . He designed furniture for the Deutsche Werkstätten Hellerau and was involved in their interior fittings at the 1900 World Exhibition in Paris .

His design of the poster for the exhibition of Saxon handicrafts and applied arts held in Dresden in 1896 is often set at the beginning of the development of modern posters in Germany. The pastels and watercolors created between 1900 and 1903 with rough, ascetic depictions of snow-covered slopes, plateaus, high moor landscapes and the ridge of the Schneekoppe caused a sensation and found their way to the Berlin National Gallery and the National Gallery in Warsaw, among others .

Otto Fischer belonged to the Goppeln artists' colony , was a member of the Dresden Association of Fine Artists , the New Munich Artists' Association and the German Association of Artists, and a founding member of the Dresden Artists' Association .

In 1911 he was based in Buchwald (near Zillerthal-Erdmannsdorf ) in the Riesengebirge and in 1913 moved to the Dresden suburb of Loschwitz . In 1914 he was appointed adjunct professor at the Dresden Art Academy.
