Otto Ruer
Otto Ruer (born January 5, 1879 in Münster , † July 29, 1933 in Berlin ) was Lord Mayor of Bochum from 1925 to 1933 .
Life
Otto Ruer came from an old Jewish family of doctors. His father was the doctor Hermann Ruer , who practiced in Meschede , Ramsbeck and Münster and his brother the chemist Rudolf Ruer . Otto Ruer was at the University of Rostock to Dr. jur. doctorate , worked as a lawyer at the Higher Regional Court in Berlin from 1907 , from 1911 as magistrate assessor or city councilor in Kiel and from 1920 as ministerial advisor in the Reich Ministry of the Interior .
From 1919 to 1921 he was a member of the Prussian Constitutional Assembly for the German Democratic Party (DDP) . In October 1924, the Bochum city council elected Otto Ruer, who is close to the DDP but non-party, as mayor. He took office in January 1925 and held it until 1933.
With the beginning of the National Socialism he was defamed and pushed out of office on March 11, 1933. He was allegedly accused of improper administration and wasting public money, among other things in the construction of the Bochum town hall . Ruer fled to Berlin, where he was arrested on March 13 and taken to the Bochum official prison. After he was released on May 11th, he went back to Berlin and fought unsuccessfully for his rehabilitation. In desperation, he took poison two months later and died on July 29, 1933.
The Bochum city council stopped the criminal proceedings against him on July 31, 1933 and rehabilitated Ruer.
Posthumous honor
In 1959 a square in downtown Bochum was named after Dr. Otto Ruer and redesigned in 1980 according to plans by the architect Karl Friedrich Gehse (photo). In the middle of the square there is a memorial for him (see also: web links ).
To commemorate him, Gunter Demnig let in a stumbling stone on Bochum's Rathausplatz on May 31, 2005 . The former Lord Mayor of Bochum Ernst-Otto Stüber is the godfather of the stone . The engraving reads: “DR. OTTO RUER JG WORKED HERE. 1879 LIGHTER MAYOR 1925–1933 ESCAPE TO DEATH ”.
