Von Dinkel was born as the son of an innkeeper and mayor. After graduating from high school in 1828, he studied philosophy and Catholic theology at the Bamberg Lyceum . He was ordained a priest on August 31, 1834 by the Archbishop of Bamberg, Joseph Maria von Fraunberg . Dinkel worked as a chaplain at the parish church of St. Martin in Forchheim. Soon Bishop Pankraz introduced a new catechism and, in 1860, a new hymn and prayer book (“Laudate”). He initiated the restoration of the Augsburg Cathedral and the Church of St. Ulrich and Afra .

As a participant in the first Vatican Council , he stood on the side of the bishops who rejected the infallibility of the Pope .

In the Kulturkampf he accepted numerous priests and theology students who had been expelled from Prussia.

He is often regarded as the most important bishop of Augsburg in the 19th century.
