The parliamentary elections in Croatia 2007 took place on November 25th, in the diaspora on November 24th and 25th. In the election, the 153 members of the Croatian parliament were redefined. In order to prevent electoral fraud such as voting by deceased citizens abroad or double voting, the 400,000 Croatian voters outside Croatia and Bosnia-Herzegovina had to register at least 14 days before the election. The Croatian President announced the elections on October 17th, and the lists of candidates had to be submitted in the following 14 days.
The elections were held in 10 constituencies within Croatia (each sending 14 members to the Sabor ), one constituency for Croatians living abroad (and up to 12 members of parliament), and one constituency for national minorities (8 parliamentarians) . Candidate lists had to reach more than 5% ( threshold clause ) of the valid votes in at least one constituency in order to be represented in parliament. 4,478,386 Croatians were eligible to vote, 405,092 of them abroad.
The twelve constituencies in Croatia
Since 1999 Croatia has been divided into ten constituencies, each with 250,000 to 300,000 eligible voters. Each constituency can send up to 14 MPs ( D'Hondt's procedure ).
In the XI. Constituencies are elected up to 12 members by proportional representation depending on the turnout abroad and in Croatia to represent the Croatians abroad (called "Diaspora constituency"), and in the XII. Constituency eight members from ethnic / national minorities. Three seats are reserved for Serbs.
Established lists
From the Croatian political parties and independent lists, 3,585 people were nominated for the elections (22 people for a mandate). 235 political party lists, 16 independent lists and 72 candidates for minority seats were drawn up. Of the candidates, 2,512 (70.07%) were men and 1,073 (29.93%) women, their mean age was 43.41 (44.70 for men and 40.40 for women). The oldest candidate was 89 years old, the youngest 18.

Possible new parliamentary entries
According to the Slovenian agency Mediana Fides, the Green List and an independent list of former MP Tonči Tadić are close to the 5% threshold. The Green List has 4.8% support in constituency I and Tonči Tadić has 4.1% in the 10th constituency.

At 11 a.m. on November 25, 2007 , 17.91% of all eligible voters had voted (in 2003: 21.19%). At 4 p.m., 1,514,072 or 48.31% of those eligible to vote (in 2003: 51.2%) had cast their vote.
