Macau General Election 2017
The 2017 parliamentary election in Macau was the election for the sixth Legislative Assembly of Macau after the bill from the handover of Macau to the People's Republic of China and the fifth election after the handover, since the MPs of the first legislative term were still elected under Chinese sovereignty . The election took place on September 17, 2017.
Electoral system
The Legislative Assembly of Macau as the legislature is re-elected every four years. However, only 14 seats are actually elected in a direct election. These 14 seats are allocated to the electoral lists in a single constituency that encompasses the entire Special Administrative Region .
The voting system is basically based on the D'Hondt method . However, the system in Macau has been modified somewhat, so that ultimately very strong electoral lists get fewer seats than the normal D'Hondt method and weak electoral lists are somewhat favored. The result is often that all electoral lists have roughly the same number of seats. Critics believe that this system prevents radical changes in Macau politics. 12 more seats are allocated in so-called functional constituencies. Each functional constituency has a certain number of representatives who are elected in it. This number ranges from one MP to four MPs. There are functional constituencies, for example for the workers' sector or the entrepreneurial sector . In the 2017 general election, 18,854 voters in functional constituencies were eligible to vote as individuals, and 857 votes were in organizations as collective voters.
The remaining seven seats will be allocated by the Macau Prime Minister .
An electoral list requires a minimum of 500 supporter signatures and must pay 25,000 Macau patacas to vote .
Electoral lists and parties
Most of the election lists in Macau's parliamentary elections are made up of civil society organizations , such as workers' associations or social service groups. These take part in the elections with only a limited independent political arm. One example is the Energia Cívica de Macau , an organization that advocates citizen participation and organizes debates on political and social issues. The work of this organization goes far beyond that of a party and thus the Energia Cívica de Macau is more of a civil society organization than a party. Nevertheless, the organization indirectly takes part in elections through its electoral list Observatório Cívico , which is also personally linked to the Energia Cívica de Macau .
This system is used on almost all electoral lists and there are almost no real parties. One can speak of a party if the organization in question is actually only concerned with political work and there are no other big pillars such as social work. Then the party consists, so to speak, of only one political arm and this is not just part of the organization. Such parties are rarely found in the pro-democracy camp in Macau . In the general election in 2017, this status affected the Iniciativa de Desenvolvimento Comunitário de Macau , competed with the two electoral lists Associação de Novo Movimento Democrático and Associação de Próspero Macau Democrático , the Associação Novo Macau , begun with the election list Associação do Novo Progresso de Macau , and the radical democratic Associação Activismo para a Democracia , started with the electoral list Início Democrática . If an electoral list is merely a political arm of a civil society organization, the electoral list will be given a new name. However, the purely political organizations mentioned also usually use other names for their electoral lists, although in other countries the political parties actually always draw up an electoral list with their own name.
Due to the right to vote , some parties also see an advantage if they run with two de jure independent electoral lists, the second simply being the secondary list of the political party or the political arm of a civil society organization. The first list then often bears the established name of the political arm, for example Associação dos Cidadãos Unidos de Macau , while the electoral list Associação dos Cidadãos para o Desenvolvimento de Macau also belongs to it.
